The Deputy Mayor of Tirana Municipal Council, Dorjan Teliti, commented today regarding the budget approved for this municipality for 2026.

Invited to "Syri TV", Teliti stated that this fund is intended for abuse and to be given to clients.

 "Those who have stolen during these 10 years will steal. They are the same, the same names, the same faces, the same model, which continues regardless of whether Veliaj is in office or not, who still continues to have some of his people. But now it is not just Veliaj, there are others too, it is the entire government that has put its hands in there, that has appointed deputy chairmen, has appointed directors, has appointed heads of sectors and so on, to continue that 10-12 year model of the last few years, which is to grab whatever you can grab.

It came forward and was a free fund, and it should be a fund that is also palatable in terms of size. Because we are not talking anymore, these people are no longer satisfied with 100 lekësh, we have already noticed it. These people want considerable values. They are funds destined for abuse, destined to be given to the clientele, and in the end, destined to be shared with the clientele, those large chunks of the budget, which continue to be shared year after year like that baklava that was donated two or three years ago, which the socialist deputies shared among themselves. Just as the central state budget is treated, the Tirana budget is treated as well. There is not even a single difference. The model is the same.

This was even our main goal, we presented 29 amendments. Not to make that Tirana budget a perfect budget, no. Yes, our 29 amendments aimed at patching and blocking all those leaks that exist, that leak, drop by drop, the drippers that are part of the Tirana budget, to close the taps of abuse. And you say, did they take these 29 amendments into account? Absolutely not. Did they agree to discuss these 29 amendments? No, they did not accept them. Did they agree to put them to the vote, which is the normal legal procedure for voting on the proposals of the other party? Absolutely they did not even put them to the vote.

There were 29 amendments, which aimed on the one hand to ease the burden on citizens and entrepreneurship in Tirana. Reducing local taxes and fees. These local taxes and fees, which have increased from two to 10 times over these years, have an urgent, screaming need. The actors of the Tirana market, that is, families, consumers and businesses, for these taxes to be significantly reduced.

I even challenged the deputy mayor, in the economy committee, I said, is it possible for us to go together with you, the new deputy mayor of Tirana Municipality, Vasilika Vjeros, to go inside, to see together this incineration process, which according to you exists, but which the whole world knows does not exist. I challenged them, let's go to the Water and Sewerage Authority, let's go to Bovilla. That supposedly investments are being made for infrastructure. And that we see very well that they are minimalist investments, which not only do not regulate the development of the area, but on the contrary, have opened up problems especially for the enterprises of the area.

We made proposals, the proposal that is normal for a capital city that aspires to integrate into the European Union. Let's build public bathrooms, which no longer have public bathrooms. Even during the time of Enver Hoxha, Tirana had public bathrooms. A service that is essential for the citizens of Tirana. They said no, with a cardboard vote. Let's build kindergartens, schools and nurseries, which Tirana needs today, specifying the neighborhoods where they are needed to be built. Since we cannot build them all within a year. But by 2026, we should address the problem of the three main neighborhoods where there is an acute shortage of schools, kindergartens and nurseries. Which is the Astir area, the crown of Tirana Lake and Kodra e Priftit. What did the socialist advisors do? They said no. They told them to let's build the necessary infrastructure for preschool institutions.

They didn't even put them to a vote at all.

There are 410 million euros in the budget for next year, which was approved with the votes of the socialist majority, which are 410 million euros that will not really have any impact at all, absolutely no impact at all on our well-being as citizens and on the services that we receive as citizens or as entrepreneurs living in Tirana.

"So, we are in a situation where 410 million euros next year will not be translated into services and investments. And let's talk specifically now.
