Prime Minister Edi Rama delivered his speech at the event for the transformation of the firefighting force. Rama said that this was the most difficult year in the fight against fires. He said that all civil emergencies should be included in the process of preparing to confront fires.

Rama announced that work has begun on a reform of prefectures and said that this also requires further engagement of the capacity of municipalities.

"It is incomparable today with what it was when we started these efforts, what the situation was like with the means to the clothing situation. When we started, our financial possibilities were few and we had a lot of debt to pay off. Today we have come out of debt. This has been the most difficult year we have had. It is necessary to include in this process the preparation of all civil emergencies. We have started working on a reform of the prefectures.
