Butrint concession/ Ina Zhupa: SPAK to start investigations

The deputy of the Democratic Party, Ina Zhupa, has published a video of the interview of the president of the Constitutional Court, Holta Zaçaj, given to the Voice of America, regarding the concession for Butrint, saying that the government has tried to deceive the Constitutional Court, and that SPAK should initiate an investigation primarily.

Zhupa claims that:

"The Constitutional Court is not a criminal court, but no one who has been directly involved in this case will be able to escape accountability for his actions and decisions contrary to the Constitution and the public interest. No one can hide, after collective decision-making, the facts are clear, proven and public. Only the fact that the Council of Ministers has tried to deceive the Constitutional Court is enough, and SPAK should start an investigation.

"As a Deputy of the Democratic Party, who I have defended and represented together with the team of lawyers, in the constitutional trial, the legal battle against the concession of Butrint, I want to thank VOA-Voice of America for its objective coverage and follow-up of the case taking place in the Court Constitutional for Butrint.

 

A few days ago, VOA invited the President of the Constitutional Court of the Republic of Albania, who, when asked by the well-known journalist Keida Kostreci, affirmed that the Constitutional Court has reopened the judicial investigation into Butrinti, because it was found that the Government Albanian, had previously stated that he did not have the UNESCO Report while we proved to the Court that this was not true.

 

The fact showed that the UNESCO Report not only existed for more than 9 months, but since it was against the Concession Agreement, as a form of Butrin management, the government made all possible efforts to lie to the court and public opinion.

 

It is true that the Constitutional Court is not a criminal process, but it must apply the same standards of administration of data, evidence, due process, so when the Constitutional Court finds that a party is lying, deceiving, not only public opinion, but also the court itself, the latter, there is no way to become a party to the government, in deceiving the latter.

 

The Constitutional Trial is not a criminal trial, but no one who has been directly involved in this case will be able to escape accountability for his actions and decisions contrary to the Constitution and the public interest. No one can hide, after collective decision-making, the facts are clear, proven and public. Only the fact that the Council of Ministers has tried to deceive the Constitutional Court and SPAK should start an investigation is sufficient.

 

We are patiently waiting for the conclusion of this trial and the decision of the Constitutional Court, so as a representative of the Requesting Party, I very much hope that this transparent approach of the President of the Constitutional Court will lead the judicial body in the Constitutional Court in examining this matter in the interest of high national and Albanian identity."
