The Mayor of Tirana, Erion Veliaj, was arrested on Monday by order of the Special Court Against Organized Crime and Corruption, for the criminal offenses of corruption, undeclared assets and money laundering.

According to SPAK, Veliaj, together with his wife, Ajola Xoxa, built a complex corrupt mechanism to embezzle public funds, which were transferred in the form of bribes from contracting companies and NGOs benefiting from Tirana Municipality funds.

The investigative file data analyzed by BIRN shows that 12 commercial companies and non-profit organizations, which benefited directly from the Municipality of Tirana under the signature of Erion Veliaj, have paid more than 110 million lek (1.1 million euros) to several companies and NGOs controlled by the mayor's wife, Ajola Xoxa.

"The citizens under investigation, specifically Erion Veliaj, as well as the latter's wife, Ajola Xoxa, devised, created and put into operation a mechanism that aimed and made possible, in practice, the receipt of irregular benefits, which stem from public funds administered by the Municipality of Tirana, through its head, with the aim of personally enriching the latter and his family, through camouflaged and illegal actions," SPAK said in a press release.

However, these payments, which are suspected of being a form of money laundering and were intended to justify the mayor's wife's extravagant spending on designer clothes, jewelry, and accessories, may be just the tip of the iceberg.

Veliaj has denied the corruption allegations and claimed that he is being unfairly persecuted, unleashing a torrent of accusations against the prosecutor in the case, Ols Dado, and judge Erion Bani.

“My family and I have nothing to do with the word corruption,” he declared after his arrest. “This story of ours is so tragicomic that people won't believe it when they hear the idiocies of that accusation broken down one by one,” Veliaj added.

In total, SPAK has identified five companies - Agi Kons, Fusha, Gerard-A, Noa Control and One Albania - which have benefited from 22 public procurement processes, for a total value of 7.9 billion lek (79 million euros) from the Municipality of Tirana.

Of these five companies, SPAK has requested security measures in court only for the administrators of Agi Kons, Gerard-A and Fusha shpk.

The company with the highest number and value of procurements is Agi Kons, with businessman Gentjan Sula as administrator. According to SPAK, Sula and Veliaj have an early connection with each other, which dates back to 2004-2005 and is proven by trips abroad on charter planes and real estate transactions.

Duke u bazuar në të dhënat dokumentare të pagesave të administrimit të resortit, qelizave të kompanive celulare, dëshmive të punonjësve dhe miqve të çiftit Xoxa-Veliaj, si dhe komunikimeve elektronike të Ajola Xoxës, SPAK ka arritur në përfundimin se vila me vlerë të përllogaritur në 500 mijë euro është në pronësinë faktike të familjes Veliaj-Xoxa.

E dyta në listën e përfitueseve që dyshohet se ka transferuar ryshfete drejt kompanive ose OJF-ve të kontrolluara nga Ajola Xoxa, është kompania Fusha Shpk. E administruar nga biznesmeni Shkëlqim Fusha, sipas SPAK, kjo kompani ka përfituar 2.2 miliardë lekë (22 milionë euro) nga Bashkia Tiranë.

Kjo kompani ka bërë disa pagesa ndaj personave fizikë, të cilat pastaj ia kalonin një pjesë të parave qendrës ‘Harabel', të themeluar nga Ajola Xoxa.

“Thënë ndryshe, gjysmën e shumës së marrë nga Fusha Shpk këto shtetase, në cilësinë e personave fizikë, e kanë kaluar në llogaritë e Qendrës Harabel,” shkruan SPAK.

Kompania e tretë në listë, për nga niveli i përfitimeve nga kontratat publike është Gerard-A. Kjo kompani ka marrë 619 milionë lekë nga Bashkia e Tiranës dhe entitetet në varësi të saj, përshirë UKT, Drejtorinë e Pastrimit dhe Gjelbërimit apo Drejtoria nr. 2 Punëtorëve të Qytetit.

Kjo kompani është në pronësi të shtetasit Sokol Kryeziu, por SPAK ka ngritur dyshime se ajo në të vërtetë kontrollohet nga dikush tjetër.

“Ky shtetas ka punuar si kontrollor deri në momentin që ka blerë shoqërinë,” shprehet SPAK për Kryeziun, ndërsa shton se sipas kontratës së shitjes shoqëria është blerë për shumën 33.4 milionë lekë, vlerë e cila do të paguhej me këste për gjashtë vjet.

“Gjithashtu, i njëjti shtetas rezulton se në periudhën 21.10.2017 deri më 26.02.2018 ka punuar si fshesar në Drejtorinë e Përgjithshme të Pastrim Gjelbërimit,” shton organi i akuzës.

Megjithëse në dukje pa lidhje me botën e artit, Kryeziu, gjatë periudhës dhjetor 2023 dhe janar 2024, ka blerë disa piktura nga Nan Gallery, e kontrolluar nga Ajola Xoxa, me vlerë 5 milionë lekë.

Një tjetër formë që sipas SPAK përdorej nga Veliaj për të pasuruar familjen e tij me fondet publike, ishte nëpërmjet OJF-ve të financuara nga Bashkia e Tiranës. Sipas të dhënave të dosjes hetimore, shtatë OJF të financuara nga Bashkia e Tiranës me një vlerë prej më shumë se 1 miliard lekë (10 milionë euro), kanë bërë pagesa drejt kompanive dhe entiteteve fitimprurëse të kontrolluara nga Ajola Xoxa.

BYL-A has directly benefited from 5 million lek from the Municipality of Tirana, with the signature of Mayor Erion Veliaj, followed by the Bash-Art Association, Eventus, Community Assist, the Frobolous Center and the Muza Center./ Reporter.al
