Electoral crimes/General Prosecutor's Office: A total of 87 criminal

The General Prosecutor's Office has published data regarding criminal offenses related to the elections.

The prosecutor's office's announcement states that a total of 87 criminal reports have been registered and 7 people have been arrested for election crimes.

Prosecutor's Office Announcement

The prosecutors' offices at the first instance court with general jurisdiction have registered a total of 87 criminal reports, 34 criminal proceedings, and 7 persons have been arrested for criminal offenses in the field of elections. 
As of 12.05.2025, regarding criminal offenses in the field of elections, these prosecutors have reported as follows:
• A total of 87 criminal reports have been registered for criminal offenses provided for by articles 325, 326/a, 327, 328, 328/a, 328/b, 329, 329/a, 331/a and 332/a of the Criminal Code. 
• The source of notification of criminal offenses for the above reports was the judicial police in 49 cases, SPAK in 15 cases, political entities in 9 cases, mainly in 11 cases and citizens in 3 cases.
• The above reports were registered 8 in the Fier Prosecutor's Office, 5 in the Saranda Prosecutor's Office, 4 in the Durrës Prosecutor's Office, 21 in the Tirana Prosecutor's Office, 3 in the Gjirokastër Prosecutor's Office, 4 in the Kukës Prosecutor's Office, 7 in the Lezhë Prosecutor's Office, 15 in the Dibër Prosecutor's Office, 2 in the Vlorë Prosecutor's Office, 4 in the Korçë Prosecutor's Office, 2 in the Shkodër Prosecutor's Office, 11 in the Elbasan Prosecutor's Office and 1 in the Berat Prosecutor's Office.
• From the above reports, a total of 34 criminal proceedings were registered for the criminal offenses provided for by articles 325, 326/a, 327, 328/a, 328/b, 329, 329/a, 331/a and 332/a of the Criminal Code. 
• Criminal proceedings have been registered, in the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Fier, a total of 5 proceedings, 2 proceedings for the criminal offense provided for by Article 325 of the Criminal Code, 1 proceeding for Article 328/a of the Criminal Code, 1 proceeding for Article 328/a, paragraph 4 of the Criminal Code and 1 proceeding for the criminal offense provided for by Article 328 of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Gjirokastër, a total of 3 proceedings for the criminal offenses provided for by Articles 326/1 and 329/1 of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Elbasan, a total of 8 proceedings for criminal offenses provided for by articles 328/a, 248, 332/a, 134/1 and 287/b of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Durres, a total of 1 proceeding for criminal offenses provided for by articles 328/a and 248 of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Dibër, a total of 2 proceedings for criminal offenses provided for by articles 237/5 and 328/a, paragraph 4 of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Shkodra, a total of 2 proceedings for criminal offenses provided for by Articles 328/a and 328/b of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Saranda, a total of 2 proceedings for criminal offenses provided for by Articles 325 and 326/a of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Kukës, a total of 1 proceeding for a criminal offense provided for by Article 328/ai of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Korçë, a total of 2 proceedings for criminal offenses provided for by Articles 328/a, 329/2, 237, 89 and 25 of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Vlora, a total of 1 proceeding for the criminal offense provided for by Articles 328/ai of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Lezha, a total of 3 proceedings for the criminal offenses provided for by Articles 327 and 329 and 278 of the Criminal Code. In the Prosecutor's Office at the Court of First Instance of General Jurisdiction in Tirana, a total of 4 proceedings for the criminal offenses provided for by Articles 327/1 of the Criminal Code.
• 6 criminal reports from the Prosecutor's Office of Durrës, Lezha, Dibër and two criminal proceedings from the Prosecutor's Office of Fier and Shkodër have been sent to SPAK for competence.
• Of the registered criminal reports, a decision has been made not to initiate proceedings for 12 of them. 5 from the Tirana Prosecution Office, 2 from the Kukës Prosecution Office, 2 from the Dibër Prosecution Office, 1 from the Saranda Prosecution Office, 1 from the Fier Prosecution Office and 1 from the Elbasan Prosecution Office.
• A criminal proceeding registered by the Dibër Prosecution Office for the criminal offense provided for in Article 237/5, 328/a, paragraph 4, has been requested to be sent for trial with one defendant, without a personal security measure, and a criminal proceeding registered by the Gjirokastër Prosecution Office for the criminal offense provided for in Article 326/1 of the Criminal Code, has been sent to court with a request for dismissal. 
• 7 people have been arrested in flagrante delicto for criminal offenses in the field of elections, 4 in the Tirana Prosecution Office, 1 in the Elbasan Prosecution Office, 1 in the Lezha Prosecution Office and 1 in the Fier Prosecution Office. 
• A detention order has been issued for 4 people by the Elbasan Prosecution Office.
