"Obligation for accurate and regular reporting on activities"/

The Albanian government has proposed the draft law "On Lobbying", aiming to establish clear rules for interaction between officials and private entities.

Through an announcement, the government announces that the drafting of this draft law is part of the obligations that Albania has for membership in the European Union.

The announcement states that this draft law will impose an obligation for accurate and regular reporting on lobbying activities.

The Government proposes the Draft Law “On Lobbying”: A new instrument for transparency, integrity and trust in public decision-making

 

The Albanian government is drafting for the first time a legal framework to regulate lobbying activities, aiming to establish clear rules for the interaction between public officials and private entities.

The initiative for the adoption of this draft law is part of the obligations that Albania has undertaken in the framework of advancing negotiations with the European Union and respectively in the EU Common Negotiating Position for Albania for the "Fundamentals" Chapter Group.

The draft law "On Lobbying" focuses on the interaction between stakeholders such as businesses, civil society organizations or expert groups on the one hand and public decision-makers on the other, ensuring that policy-making processes are transparent and traceable.

A clear framework is clearly defined

rules for exercising influence in public decision-making processes, providing for the obligation to register every individual or legal entity engaged in lobbying, as well as the periodic declaration of financial resources and expenses every six months.

This draft law will establish the obligation for accurate and regular reporting on lobbying activities, respect for the Code of Conduct and professional ethical principles, as well as the declaration of conflict of interest, turning lobbying into a legal, open process serving the public interest.

Lobbying as a legal instrument against corruption

At the core of this initiative lies the principle of transparency and prevention of corruption.

Through the public lobbying registry, every contact, contract or lobbying expense will be declared and verifiable, making it possible to trace the sources of influence and the interests represented.

The draft law establishes mandatory mechanisms for the declaration of lobbying contacts, including reporting by public officials themselves who hold meetings or communications with lobbyists, as well as restrictions on former senior public officials regarding the exercise of lobbying activity after the end of their function.

This reform process will help not only to create a more transparent environment for public functions, but also to strengthen institutional credibility standards, which constitute an essential pillar of the European integration process, thus enabling an important moment in Albania's journey towards strengthening public integrity and consolidating good governance.

The adoption of this draft law will position our country on a clear line of alignment with GRECO and OECD standards for open governance, transparency and public integrity.
