Tourism, tender opens for skills development, part of 106 million euro program

In a sector where the number of visitors continues to grow faster than the capacity to serve them, the need to develop the skills of the people who keep this sector afloat is great.

This is precisely what the recently opened procedure in the procurement system of the European Bank for Reconstruction and Development (EBRD) aims to focus on. Specifically, it is about “Development of professional skills in local tourism systems”, part of the “Albania Infrastructure and Tourism-Enabling Programme”.

The procedure has as its client the Albanian Development Fund, which is also the implementing agency of the program, and provides consultancy services for the design and implementation of vocational training programs in the pilot territories of the project.

According to the announcement, the objective is to strengthen the skills base and increase employability in local tourism systems, by addressing the gaps identified by the assessment of professional skills needs.

The tender will be conducted as an international open procedure with two envelopes. The deadline for submission of bids is 3 August 2026, 12:00.

This component is part of a wider financing program of around €106 million. The EBRD has provided a sovereign loan of up to €60 million to the Albanian government, while the European Union is co-financing the program with an investment grant of €46 million.

The program aims to support tourism development through investments in infrastructure, cultural heritage, natural sites and local economies in areas with tourism potential, including Berat, Korça, Shkodra and Fier.

It includes projects for the rehabilitation of cultural and historical heritage sites, the improvement of natural sites, roads and municipal infrastructure, as well as supporting the local tourism value chain.

The training programs that are in focus this time are expected to be directly related to market needs, aiming for investments in destinations and infrastructure to be accompanied by more qualified services in the tourism sector./ Monitor.al
