Total revenues for the period January-May 2026 reached around 340.5 billion lek or 105.3% of the plan for the period, according to the announcement of the Ministry of Finance.
Total public spending, for the period January-May 2026, reached around 286.8 billion lek, with a realization of 96.8% of the plan for the period.
Preliminary Revenue and Expenditure Performance for January-May 2026:
Total revenues, compared to the same period a year ago, increased by about 34.3 billion lek or 11.2% more.
Revenues collected from Taxes and Customs, for the months of January-May 2026, amount to 215.5 billion lek, 4.1 billion lek or 1.9% more than the plan for the period January-May 2026. Compared to the same period a year ago, 12.1 billion lek or 5.9% more were collected.
Tax revenues collected by the tax administration (revenues from net VAT in the country, profit tax, personal income tax, national taxes), for the period January-May 2026, were realized in the amount of 120.3 billion lek, 9.6 billion lek or 8.6% more than the five-month period of 2025. Compared to the five-month plan, the collected revenues are 5.8 billion lek or 5.1% more.
Revenues from VAT collected (net) were realized in the amount of 35.8 billion lek, 5.4 billion lek or 17.6% more than the five-month period of 2025, and with realization in the amount of 5.3 billion lek or 117.2% of the plan for the five-month period of 2026. Refunds granted for the period January - May 2026 amount to 6 billion lek.
Revenues collected from profit tax amounted to 26.6 billion lek or 86% of the five-month plan for 2026.
Personal income tax revenues for the period January-May 2026 amount to 40.2 billion lek, 6.2 billion lek or 18.1% more than the five-month period of 2025, and 5.5 billion lek or 15.8% more than the plan for the five-month period of 2026.
National tax revenues for the period January-May 2026 were realized in the amount of 17.6 billion lek, or 96.9% of the plan for the five-month period 2026.
Revenues from Special Funds, which include revenues from social and health insurance, collected by the Tax Administration, ISSH and FSDKSH for the period January-May 2026, were realized in the amount of 82.9 billion lek out of the 80.7 billion lek that were planned. So, 9.4 billion lek or 12.8% more than the five-month period of 2025 and with a realization of 102.7% of the plan for the five-month period of 2026.
Tax revenues collected by the customs administration (revenues from VAT on imports, excise duties, customs duties and mineral royalties), for the period January-May 2026, were realized at the value of 95.2 billion lek, 2.5 billion lek or 2.7% more than the five-month period of 2025, a realization of 98.2% of the plan for customs revenues for the period.
Revenues from VAT on imports, for the period January-May 2026, are 64.2 billion lek, 1.9 billion lek or 3% more than the five-month period of 2025, or 99.5% of the plan for the five-month period of 2026.
Revenues from excise duties, for the period January-May 2026, were realized in the amount of 26.3 billion lek, 556 million lek or 2.2% more than the five-month period of 2025, or 96.3% of the plan for the five-month period of 2026.
Revenues collected from mineral royalties on exports, for the period January-May 2026, amount to 732 million lekë, with a realization of about 78% compared to the plan for the same period.
Revenues from customs duties, for the period January-May 2026, are worth 4 billion lek, 345 million lek or 9.4% more than the five-month period of 2025, as well as a realization of 95.1% against the five-month plan for 2026.
Total public expenditures, for the 5-month period of 2026, reached around 286.8 billion lek with a realization of 96.8% of the plan for the period, while compared to the same period of 2025, this item resulted 7.4% higher or around 19.7 billion lek more.
Current expenditures for the 5-month period of 2026 amounted to around 260.9 billion lek, while compared to the same period a year earlier, this item was 7.2% higher or around 17.4 billion lek more. The realization for the period January - May was 96.2%.
Capital expenditures for the 5-month period of 2026 amounted to 25.9 billion lek, while compared to the same period a year ago, this item was 9.4% higher or about 2.2 billion lek more. The realization for the 5-month period was 103%./Monitor
