DENUNCIATION: Head of the Albanian Development Fund, 240 million euro tenders

The spokeswoman for Anti-Corruption in the Democratic Party, Genta Vangjeli, accused the head of the Albanian Development Fund, Dritan Agolli, of spending around 240 million euros a year with tenders.

She emphasized that Agolli uses the post for client tenders and use of public funds.

Dritan Agolli, former director of Ubanistika then general administrator of Tirana Municipality, at the same time former member of UKT Board, since February 2019 holds the position of executive director of the Albanian Development Fund, which spends about 240 million euros per year with tenders , etc.

In addition to the violations found by KLSH for unfinished works and violation of deadlines in the implementation of contracts related to the reconstruction process and not only, Agolli has been cited as a name which, in addition to clientelistic tenders, has used the position for the use of public funds in favor of family members and friends.

Thus:

1. On March 21, 2019, the company owned by Dritan Agolli, Magnum Opus Group LLC, signed a contract with UKT Tirana in the amount of ALL 178 million. Part of the contractor is also the company Goldsmath shpk, whose owner was the wife of Dritan Agolli until January 25, 2020.

2. Dritan Agolli, although a senior official, has benefited from payments in favor of the company in which he is the owner.

Magnum Opus Group shpk has benefited money as a consultant for state projects, specifically:

2.1 Drafting of the 5-year strategic business plan of the state authority for geospatial information, organized by Dritan Agollit's company Magnum Opus Group, in which the Norwegian Mapping Authority, the donors of the project for the creation of the national geospatial data infrastructure and ASIG participated .

2.2 The FLED project (2018-2030) of the Ministry of Tourism and Environment (MTM) that is implementing the project "For Regulatory Reform in the Forestry Sector, Albania", financed by the Swedish Government through the Swedish Agency for Development and International Cooperation (Sida) , which is supporting Regulatory Reform in the Forestry Sector.

Dritan Agolli's company, "Magnum Opus Group" sh.pk (MOG), plays the role of expert for this project.

2.3 "The national action plan for the national strategy for climate change 2020-2030, which includes many state institutions, the ministry, the ADF led by Dritan Agolli as well as the Swedish Development Agency for International Cooperation together with Magnum Opus Group, the company owned by Dritan Agolli.

2.4 "National Plan for the Safe Management of Chemicals" drawn up (2022) for 2020 - 2030, drawn up by the Swedish Chemicals Agency and Dritan Agolli's company Magnum Opus Group shpk a platform of the Ministry of Tourism and Environment (MTM) with the support of Swedish International Development and Cooperation Agency (SIDA).

2.5 Agolli company Magnum Opus Group shpk during the period 2020 - 2021 benefited 21.8 million lek from the Ministry of Tourism and Environment Apparatus only as VAT reimbursement for completed projects.

In 2022, SPAK started investigations for Dritan Agolli regarding a canceled tender with the object: "Intervention for the creation of authentic local food product, creating the Menu of 100 Villages" for which the ADF announced the winner against the value of 400 thousand euros to the connected chef with the bar of Agolli's son previously denounced by PD.
