Blockade of the Southeast/ Teliti: No one is responsible, harm to the economy

Democrat Dorjan Teliti shared a critical stance regarding government accountability today.

Invited to 'Syri TV', Teliti stated that no individual or institution is taking responsibility for a series of problems that have occurred in recent weeks, from the rainfall to the blockade of the southeast.

According to Teliti, these problems not only highlight the bargaining between officials, but also increase the costs for the Albanian economy, at a time when compensation for citizens is also lacking.

"We have state structures that measure, are responsible for, let's say, the weather and report, and they have not reported in recent weeks a different rain than other times, different amounts of rain than other times, the normal ones that are of the normal season, of the winter season. But why are other roads not falling, are the roads that were built in recent years falling? How is it possible that the rain has damaged only those roads built during these 13 years without any roads built by Zog, by Enver Hoxha, by Sali Berisha or even those leftist governments that were before Fatos Nano, Ilir Meta and Pandeli Majko?

How is it possible that only roads built in the last 13 years were affected? Which, as you said a little earlier, are roads whose projects have been fragmented in order to give tenders to as many friends and associates as possible, to please everyone, all the court builders, so that each of them gets a piece of the pie, and the result has already been seen that the quality of the works is scandalous, so much so that it is enough for normal rain to fall, because it has been normal rain. 

If the prime minister thinks that these are the rains that are outside, that is, normal, to declare a state of emergency, that those rains are not only falling on the streets, they are also falling off the streets where people's homes are, where people's businesses are. And if, if there are hypothetically such torrential rains, they should have caused damage to people's homes, but there are no landslides. There should have been damage to the warehouses that are opposite, on the side of the road, there should have been damage to business buildings and so on. So there is no damage there.

In normal conditions, roads are crumbling, there is only one answer, abuse of the works in the project. And when do the abuses come? The abuses come when the trio, the state that is the financier, and the one who makes the tender, with the builder, who is the one who will implement the project, and the supervisor, who is contracted by the state, and who on behalf of the state will protect the interests of the state, of the state budget and verify the quality of the works of the contractor, agree with each other to carry out those abusive works on the roads. Why? With the sole interest of stealing the project money. And we know very well what is said in the corridors of the ministries, we know very well what is said in the cafes where high officials sit. We know very well what is said in the rooms of the main hotels, when these officials also do their shopping.

We know very well that the initial tender fee is 30% and then for each situation another 10, 15 or 20% are taken. Practically making half of the tender value a corruption slush fund. And yes, it is normal, when you steal half of the money dedicated to one, for an investment project, it is normal that you will then have this quality of work. To repeat once again, when these people are not afraid and build the tunnel they treat it like a hole and do not put iron in it, not then the other roads that are normal roads, not then there that they have apparently carried out scandalous works and here are roads that are slipping. So Enver Hoxha's roads are not slipping, Sali Berisha's roads are not slipping, Zog's roads are not slipping either, Edi Rama's roads are slipping.

The southeast was blocked for 10-11 days. Do you know what great damage this has done to the Albanian economy? There is no talk of tourism in Pogradec or Korça today, it is no longer talked about. It is no longer talked about. While we know that there are areas, especially Korça, whose main economy today is tourism. The main economy of Korça today is tourism. Of course. The main income today, today of Korça and its surroundings, is the income that comes from tourism. This thing no longer exists. But who will compensate for these damages? Who will compensate for the fact that, as it became public, immediately after the road was diverted, transport tickets increased from 7,000 old lek to 10,000 old lek to go from Tirana to Korça or to come from Korça to Tirana", declared Teliti. /CNA
