The Municipality of Durrës does not allow the placement of posters for Igli

The secretary for public relations in the Democratic Party, Jola Hysa, has denounced the disallowance of the posters of the coalition candidate "Bashke Fitomje", Igli Cara, in the Municipality of Durrës.

According to Hysa, the "Together We Win" coalition submitted on April 13, 2023 to the Municipality of Durrës the request for information to determine the placement of propaganda tools.

She emphasized that this action violated the Electoral Code.

" Only 10 days from May 14, the Municipality of Durrës has violated the Electoral Code by not defining the spaces for advertising propaganda tools of political parties, as required by law, 35 days before the date of the elections.

On April 13, 2023, the "Together We Win" coalition submitted to the Durrës Municipality a request for information "for the determination of the areas for the placement of propaganda materials" based on Article 79 of the Electoral Code.

In the response received from the Durrës Municipality on April 25, i.e. 12 days after the request was made, the "Dyrrah" boulevard next to the "Aleksandër Moisiu" cultural center is defined as the place for the display of propaganda materials.

On the other hand, the propaganda materials of the socialist candidate, the current Mayor of Durrës, have been placed at every corner of the city. We have denounced on May 1 and 2, that in the entire city of Durrës, not only in the place defined by law by the Electoral Code, but also in main areas and streets, there are 11 propaganda materials namely 'city lights', of the Party Socialist.

The Central Election Commission did not react and did not take any measures for the removal of these propaganda materials, which are still displayed throughout the city.

Meanwhile, today, this Commission has reacted with a denunciation, for the only propaganda material of the candidate for mayor of "Bashke Fitomje", Igli Cara, in front of the shopping center "Flagship Center" on "Egnatia" street. The Electoral Commission states that 'it is not clear whether this place is designated by the mayor for the placement of propaganda material according to the provisions of the Electoral Code'.
In fact, this poster, now removed, does not constitute any violation, because the electoral headquarters of the coalition is located exactly in this building of the shopping center, and the Electoral Code allows propaganda materials up to 5 meters away from the electoral headquarters. So, the CEC removes the only propaganda material of the coalition 'Bashke Fitomje', of the candidate Igli Cara, which does not constitute any violation, while remaining silent about the posters of Emiriana Sako that have occupied the city.

We, as a coalition, ask the Commission to be equal in the monitoring and penalties it does, respecting the articles established by this Commission itself, on the determination of the placement of the propaganda materials of the mayoral candidates.

We raise our concern, hoping for the intervention of the OSCE-ODHIR, that these elections are taking place in unequal conditions and attempts are being made that the candidates of the 'Together We Win' coalition are not treated in accordance with the Electoral Code.
We demand that measures be taken against the municipality, which has not respected the law on defining according to the terms of the spaces where the propaganda materials are placed, as well as posted the posters of the socialist candidate in every corner of the city", she said in her statement./CNA.al
