The renowned European media outlet 'Euronews' has today published an analysis on the innovation introduced in the new government cabinet created through Artificial Intelligence: the minister of public procurement named Diella.

Albanian Prime Minister Edi Rama believes he has found the secret recipe to bring his country closer to the European Union faster: Artificial Intelligence.

Faced with a push for reforms to speed up the country’s entry into the EU, Rama’s government is using AI-powered technology in the hope of aligning Albanian laws with those of the EU more quickly and effectively. The move is embodied by an AI-generated avatar called ‘Diella,’ who serves as a “virtual minister” tasked with improving public procurement and eliminating corruption. While the plan has drawn international attention for its bold nature, it has also raised a host of questions.

Diella, depicted as a woman dressed in traditional Albanian clothing, began her government life as a chatbot that helps Albanians navigate online government services. Rama, who secured a fourth consecutive term in May, argues that she can make Albania a country where public tenders are 100% free of corruption and accelerate its entry into the EU.

Andreas Schieder, the European Parliament rapporteur for Albania, told Euronews that the country is progressing rapidly on its path towards EU membership, including digitalisation reforms, and may be able to close the talks by the first half of 2027.

"Diella is about changing the perception of public administration and public procurement. It sends a strong signal to foreign investors, who are seeing a push for fairer and more accountable processes in Albania. Diella was discussed "very intensively" during EU accession talks with Albanian representatives," Schieder said.

The Albanian government said Diella will be operated with human supervision. And for some, this could be a radical change in the way government bureaucracy operates.

"AI has been successfully tested by a number of international bodies to make procurement more transparent and to test any irregularities that could lead to corruption. This is also about sending a message: Albania is taking corruption very seriously and is trying something new. If the old methods are not working, it is time for new ones," Andi Hoxhaj, a Balkans expert at King's College London, told Euronews.
