Eduart Koboçi, a 27-year-old from Kukës, contacted me by phone. "I want to meet you. I will tell you a story about police involvement," he told me.

Not without hesitation, he added: "I'm looking for him." Apparently, he was looking for guarantees for the meeting. We chose a safe place to meet. Very close to the center of Tirana, but away from the attention of the police.

"The police are looking for me for an event that I am not responsible for. I am within my rights. The perpetrators of the crime are being amnestied and protected by the police," he tells me calmly.

The attempted assassination of Eduart Koboç was almost not reported at all by the media. Or it was reported truncated, full of falsehoods.

"The night I was shot, I had dinner in the Astir area. From there I went out to Yzberish, through the main boulevard I headed towards the Palace of Arrows, after dropping off an acquaintance of mine. I was alone and stopped on the side of the road at the corner of a gas station in front of the American 3 hospital. I was exchanging a few messages and was about to head towards the Laci Church," the young man recounts. "My every move is recorded on camera," he adds.

"For a moment - they tried to open the car doors," the young man recalls. "The doors wouldn't open. My car has black windows and it seems they knew who was inside. They started hitting me with hard objects. I stepped on the gas. They fired at the car. 9 bullets. Luckily, none of them hit me. As I was leaving, I got stuck at a traffic light. There they hit me from behind. Due to the force, my car moved and I hit a car in front," Koboçi recounts. 

He identifies one of the people who shot at his vehicle as Arnold Cara. A name almost unknown in the underworld, but with strong connections in business and the police.

He turns out to be the cousin of businessman Ylli Cara. The latter is a former partner in a company with the Director General of the State Police, Ilir Proda.

Closely connected to each other, so much so that Ylli Cara's name was even mentioned during Proda's vetting.

Koboçi admits that he knows Ylli Cara. A year ago, he recounts an incident that occurred in a bar near Zogu i Zi.

"A friend of mine had a fight with Ylli's nephew. Ylli called him to sit down to talk. He cut him off. He beat him. I went to help him and he beat Cara in my presence," says Koboci.

"He spent a month in prison for the beating. Things were resolved later and I thought I was in conflict with someone. But then the incident happened," he says.

The 27-year-old is wanted by the police for leaving the scene of the accident. While the people who shot him are free, there are no charges against them. Although the facts speak for themselves.

Bullet holes in Koboç's vehicle. Footage from the gas station's security cameras as he runs away after the car stalls. The vehicle that hit him is said to be an X5 with English plates in the name of Mr. Trofi, a family connection of Arnold and Ylli Cara.

"They want to shut him up. Ylli Cara has strong connections in the police. Connections with many police chiefs. I want my rights," the 27-year-old says.

Determined in his innocence, he says he will fight to the end. "I live abroad. I have not had and do not have any problems with them, but they are protected by the state," he adds.

Ylli Cara's men are also accused of holding an OSHEE biller hostage and hitting her, causing serious injuries.

One of the aggressors has been arrested, but attempts are being made to treat him as a person with problems.

Ylli Cara, on the other hand, quietly continues his business activities: gambling and construction in the south of the country.

He has no guarantee at all. The police are on his side.

"They hit you with the state. I know that when Ylli Cara was in the hospital, all the bosses visited him," says Koboçi.

Then he is silent for a few moments. Perhaps because he is dealing with a situation that is not his.

"Verify my words. Everything I say is based on facts. Enough with the security cameras," he continues.

"I want to give testimony. Tell the truth and start my life." But it seems they don't want to listen to me. Because the state, the police, are protecting them. 

As he leaves, he adds: "I'm convinced they'll deal with you. They're dealing with the state. I hope you don't back down."

As he crosses the threshold, he hopes that the Tirana prosecutor's office will dare to punish him, to punish the guilty.

A woman has the file in her hands. It's her time to prove integrity, impartiality, and professionalism.
