The 50 million euro tender for the maintenance of national road axes has turned into a scandal with major corruption questions, as the Albanian Road Authority has announced the winner of one of its lots, a company that is suspected of having submitted false documents.

Kapitali publishes exclusive documents that cast strong doubt on the integrity of one of the largest state budget tenders. A scandal similar to the ring affair, where the ARRSH declared the winner the company that had forged the signature of the Secretary of State of Delaware in the USA. This time, it was not the signatures that were forged, but the documents of the qualification criteria.

The tender for the maintenance of Albania's national roads over the next 4 years has a limit fund of 47.5 million euros. The tender procedure is divided into four different lots, corresponding to the 4 regions of Albania, and is modeled in two phases.

The first phase is the so-called short listing, where the ARA evaluates the companies that meet the criteria and required documentation. Those that are assessed as meeting the criteria then move on to the second phase, where they compete with financial offers.

The ARA has already conducted the first phase by qualifying only one bid for each lot. This means that the qualified companies will not have financial competition in the tender, but will be able to bid calmly without fear that someone else may offer a lower price.

Lot B, fake letters

This in the photo below is the ARA's assessment for the tender for contract B or lot 2. This lot, which has a limit fund of 1.1 billion lek or about 12 million euros, includes the maintenance of 294.1 kilometers of road axes in the central and northeastern region of Albania.

Among the main segments are the Tirana–Rinas–Durrës, Thumanë–Milot connections, as well as the roads to Bulqiza and Peshkopia. As can be seen from the evaluation, ARRSH has qualified for this lot only the company Bami shpk, which will now compete with itself financially. But that is not all.

According to the tender documents, the winning company had to declare 11 snowplows available to fulfill the contract, and this was a mandatory criterion, failure to meet which directly led to disqualification.

One of them is a snowplow with the license plate AA981TJ and the corresponding chassis number. The company states that it has obtained this snowplow through a rental contract. However, the snowplow appears to be deregistered.

As is clearly evident from the official document of the Road Transport Service Directorate, the snowplow with license plate AA981TJ has been deregistered since October 2024.

But this is not the only suspicious document. Three other snowplows, which the company claims to have acquired in Kosovo through rental contracts, also turned out to have expired registrations in May of this year.

Meanwhile, another vehicle declared as a snowplow turns out to be a pickup truck. The vehicle in question is the vehicle with license plate AA543RU.

Although it was declared as a snowplow with the signature of administrator Gëzim Marku, the vehicle is actually a Mercedes Sprinter pickup truck, as documents from the Road Transport Service Directorate show.

These documents are easily verifiable by the ARA. But the Tender Commission either did not want to verify them as required by law or deliberately turned a blind eye, which constitutes a serious offense in such an important competition.

The entire 47.5 million euro maintenance tender is compromised and with strong suspicions of corruption, as in each lot, the ARA qualified only one company.

It is now the duty of the prosecution to verify the authenticity of the documents and the decision-making of the ARA to prevent the abuse of millions of euros of citizens' money./ Kapitali.al
