The enlargement of the European Union is not one of the main topics discussed by the German parties in the election campaign for the European Parliament 2024, but the parties have written their positions on this issue in their programs. Here's a summary.
The CDU/CSU (Christian Democratic Union and Christian Social Union), the main opposition party, supports EU enlargement, but stresses that candidate countries must meet all membership criteria.
"Europe is bigger than the EU, but the EU is the heart of Europe. Before membership, all membership criteria must be fully met. Future EU members must be offered a concrete perspective. For this we propose intermediate steps for candidate countries towards EU membership. These may include participation in special EU programs, gradual access to the internal market or the granting of the four fundamental freedoms."
Based on current polls, the CDU/CSU, which has Ursula von der Leyen (CDU) and Manfred Weber (CSU) as its main candidates, is expected to receive the most votes in Germany, nearly 30 percent.
SPD: "Acceleration of membership"
The SPD (Social Democratic Party of Germany) is one of Germany's oldest and largest left-wing, social-democratic parties. Currently, the SPD leads the center-left governing coalition in Germany. The Social Democrats demand the acceleration of the membership process for the countries of the Western Balkans and propose intermediate steps for the integration of these countries.
Quote from the program: "After decades of delays, it's time to admit the Western Balkan countries to the EU, if they meet the membership criteria. We believe that access to the common market should be possible even before full membership, to encourage reforms and economic development."
The SPD has currently suffered a very deep decline in the polls. On Saturday morning it was 16 percent.
Die Grünen-The Greens: The Greens are the only ones who devote a separate passage to the Western Balkans.
Die Grünen (The Greens), the environmentalist and progressive party that is currently in the governing coalition, is the only party that pays special attention to the Western Balkans in the program.
Original excerpts from the program:
The AfD is expected to experience an increase in these elections, moving from 13 to 16 percent in the latest polls.
BSW (Bündnis Sahra Wagenknecht): "Moratorium on enlargement"
The BSW (Alliance Sahra Wagenknecht), a new political movement led by Sahra Wagenknecht, a well-known figure of the German left, is also against enlargement.
Quote from the program: "A neighborhood policy aimed at peace, poverty eradication and development should replace urgent promises of membership. We believe that enlargement should be stopped until all the necessary conditions are met."
One of the reasons for the opposition is the economic cost, BSW writes in the program.
Quote from the program: "A membership of the five countries of the Western Balkans, Kosovo, Ukraine, Georgia and Moldova, would burden the EU budget with an additional 36.7 billion euros every year. Of this, 26.6 billion euros would be spent on Ukraine alone. The German taxpayer would have to provide additional annual spending of 9 billion euros, an amount that is urgently needed in our care institutions or schools!"
In recent polls, the BSW is expected to receive nearly 7 percent of the German vote.
Die Linke: "Enlargement linked to social and democratic standards"
Die Linke (The Left) is a left-wing party that represents the interests of workers and the lower strata of society. They support EU enlargement, but demand that membership be closely linked to the fulfillment of social and democratic standards.
Original quote from the Die Linke program:
"The enlargement of the EU must be linked to social and democratic standards! A membership in the EU must be linked to indicators of social, rule of law and democratic development in the country and should not be part of the geostrategic agreements of NATO and of the USA and not even be bound by conditions for cuts and privatizations."
The left is expected to get about 3 percent of the German electorate's votes.
