The EP proposes changing the EU treaty and removing the veto in decision-making
Plenary session of the European Parliament on 22 November 2023.

The European Parliament has approved on Wednesday a report through which it proposes to change the European Union treaty, so that the block is more efficient and that it can be reformed in the future.

Likewise, the EP proposal includes the removal of the right of veto in Council decisions and that decisions can be passed by a qualified majority. This would avoid situations in the future in which any member state would block any decision, as it happens now.

This proposal has caused the most division. The EP's proposals are also in line with the opinions expressed by European citizens during the consultations at the Conference on the Future of Europe.

Likewise, the EP has proposed that the European Commission have fewer members than EU member states.

According to the proposal, the Commission would then be called the "European executive power" and would have 15 members, and during its formation the geographical balance would also be taken into account.

Currently, the EC has one member from each EU member state. According to the proposal, the president of the European Commission would be elected by the European Parliament, while he would be confirmed by the member countries in the Council.

According to the treaty that is currently in force, it is the opposite, since the president is chosen by the Council and confirmed by the European Parliament.

The proposal of the EP envisages creating the possibility of a no-confidence vote against individual commissioners.

Smaller states have spoken out against the changes, fearing that it will reduce their influence, as they want each member country to be equal, regardless of their size.

Through these proposals, the EP requests that there be more transparency in the Council of the EU and that the individual positions of the member states be made public.

The EP has also proposed the establishment of some policies that are now under the national competences of the member countries, requesting that these be transformed into a common competence of the EU. In this framework, the EP has asked to include areas such as public health, environmental protection, civil protection, education and some others.

This report in the European Parliament was approved with a small difference of votes, with 305 for and 276 against. While the difference in voting for a resolution related to this report was even smaller, namely 291 MPs voted for it and 274 against.

The European Parliament has requested that the Council, without delay, start the procedure for EU reform, bearing in mind these proposals./ REL
