From nurses to IT specialists, Germany faces a shortage of qualified workers

With the entry into force of the so-called "Mrdi? Laws", the authorities in Serbia will practically paralyze the work of the prosecution. Experts and the opposition are talking about an open dictatorship.
Having gained full control over the police and services, the Serbian authorities have also begun to subjugate the judiciary. Amendments to several laws aim to establish full party control over the work of some prosecutors' offices and practically make the fight against crime and corruption impossible.
Therefore, the focus of these changes is on the Organized Crime Prosecution Office (OCP), which, as experts point out, will effectively stop the work of this prosecution office. This will be done by returning the "referred prosecutors" from the OCP to their domestic prosecution offices.
Furthermore, the High Prosecutor's Office in Belgrade will be given greater jurisdiction and will have more departments. It is headed by Nenad Stefanovi?, a man close to the authorities.
As members of the regime and their collaborators increasingly find themselves under indictment in this prosecution, the authorities have found a solution that inspires distrust - by changing the law. TOK will become an empty shell paralyzed from action.
The Constitutional Court – a service of the ruling party
The proponent of these changes, SNS MP Uglješa Mrdi?, states that the goal is "to strengthen respect for the Constitution and return part of the unbridled and captured prosecution and judiciary under the control of the Serbian state."
The professional community has warned that, without a public debate and verification of legal compliance, such a step represents a major precedent. The EU has also warned that this is a "serious step backwards when it comes to Serbia's EU membership and that an urgent turnaround is needed."
Some European politicians consider this a red line, because of which the EU should stop negotiations with Serbia.
The extent to which the government no longer cares about any warnings is also shown by the recent statement by the President of the Constitutional Court, Vladan Petrov, that "judges who publicly declare themselves opponents of the current government should be dismissed."
In addition to being considered scandalous, this has also provoked a reaction from the informal group of prosecutors and judges "Protection of the Profession", which is demanding Petrov's dismissal from that position.
The "drug cartel" strikes back
We are witnessing the destruction of institutions, lawyer Bo?o Prelevi? tells DW, because the government in Serbia is engaged in illegal and criminal activities. Prelevi? recalls the case of the seizure of 5.5 tons of marijuana in Konjuh near Kruševac, which is suspected of being an SNS advisor.
"Për të njëtën herë, keni zbuluar një sasi të madhe droge që lidhet me anëtarët e SNS-së, ose financuesit e saj. Nëse brenda tri ditësh keni një përpjekje për të mbyllur TOK-un, dhe pastaj ata gjejnë 5.5 tonë marihuanë në oborrin e një zyrtari të SNS-së, atëherë e dini saktësisht pse duan ta mbyllin atë”, thotë Preleviq.
"Nuk e di nëse një sistem i tillë ekziston në ndonjë pjesë të botës. Kjo e bën të qartë se nga vijnë paratë për organizimin e mbështetësve të regjimit në Beograd, për blerjen e votave dhe korruptimin e politikanëve dhe deputetëve të tjerë", vlerëson Preleviq për DW.
Iluzioni i demokracisë është shkatërruar
Tani, frika në shoqëri ka filluar të zhduket, beson analisti politik Dragomir Angjelkoviq. Kjo është arsyeja pse, thotë ai, Aleksandar Vuçiq "nuk po përpiqet më të ruajë iluzionin e një sistemi demokratik dhe po ndërmerr hapa që janë gjithnjë e më afër një diktature klasike".
"Kjo dëshmohet edhe nga deklarata e Kryetarit të Gjykatës Kushtetuese Petrov - nga pretendimi se jemi një shoqëri demokratike, kemi arritur në një pikë ku, si në shoqëritë totalitare, zyrtarët thonë hapur se ligji nuk është më i rëndësishëm, por se vullneti i diktatorit është ai që vendos gjithçka", paralajmëron bashkëbiseduesi ynë.
Përqendrimi i pushtetit dhe kontrolli total i institucioneve vë në pikëpyetje edhe kuptimin e zgjedhjeve. Serbia tashmë po regjistron raste të injorimit të vendimeve të gjykatave në zgjedhjet lokale, zgjedhjet në organet gjyqësore po anulohen, reagimi i Gjykatës Kushtetuese tashmë mund të parashikohet bazuar në deklaratat e lartpërmendura nga Presidenti i asaj gjykate…
Dhe nëse as kjo nuk ndihmon, ekziston policia besnike që përdor kordone për të mbrojtur çdo paligjshmëri dhe arbitraritet të autoriteteve. Praktikisht nuk do të ketë asnjë mjet juridik nëse të gjitha risitë ligjore mbeten në fuqi.
Bozho Preleviq vëren se është në të vërtetë "një çështje se kujt mund t'i drejtoheni në rastet e mosmarrëveshjeve të caktuara politike".
"Nëse është Gjykata Kushtetuese, çfarë mund të prisni kur presidenti i asaj gjykate beson se gjyqtarët që janë në anën e ligjit duhet të hiqen? Kjo tregon mostrën e veprimit dhe shtrohet pyetja shumë serioze, se si ta fitosh atë", shton ai.
Zgjedhjet në Serbi kanë qenë të pakuptimta që nga viti 2014, vëren Dragomir Angjelkoviq. "Tani ai nuk mund as të manipulojë zgjedhjet, por duhet t'i vjedhë ato brutalisht. E ai ka dhe mekanizma force për të mbrojtur atë vjedhje".
"Sërish shtrohet pyetja, nëse ekziston gatishmëria e qytetarëve për të dalë masivisht në rrugë në një Ditë-D pas zgjedhjeve. Nëse ekziston kjo gatishmëri, unë prapë mendoj se në atë rast Vuçiqi nuk mund të dilte fitues përmes shtypjes masive", thotë bashkëbiseduesi ynë.
Ekip operativ apo operete?
The European Union has already warned that this is a significant blow to Serbia's European integration, but Belgrade's response has been cynical as usual. The Serbian president is unclear about how Serbia has taken a step back when it has not taken any steps forward.
This also showed that the time to leave the EU has passed and that the only thing left is the stale phrase "we are on the European path."
The formation of a kind of operational team for Serbia's European integration has also been assessed as a special kind of cynicism. Its role is clearly to buy time, because the head of that team, Danijel Apostolovi?, stated that "changes to judicial laws will be part of the dialogue with the EU in search of a compromise solution."
