CEC certifies voter list for runoff

The Central Election Commission has approved the voter list for the second round of mayoral elections, which will take place in 18 municipalities.

The municipalities where there will be a runoff are Gjakova, Gjilan, Dragash, Kaçanik, Klina, Fushë Kosova, South Mitrovica, Obiliq, Rahovec, Peja, Pristina, Prizren, Suhareka, Vitia, Vushtrri, Junik, Mamusha and Kllokot.

The second round is scheduled to be held on November 9, 2025. According to the CEC decision, 1,158,015 ballots will be printed for this round – about 16% less than the total number of citizens eligible to vote in this round.

"This number includes ballots for: regular polling stations, conditional voting, persons with special needs, reserve ballots and voting by mail," the CEC said in a statement after the meeting.

For the first round of elections, held on October 12, the CEC had certified a list of over two million eligible voters, of whom 43,993 were voters from outside Kosovo.

However, in 20 municipalities, new mayors and the new composition of the municipal assembly were elected in the first round of local elections.

In the second round, in these municipalities, the number of voters has increased as there are 1,690 citizens who have turned 18 since the first round, compared to 1,147 who have died since then.

On election day, in the first round, 39.58 percent of over two million eligible citizens within the country voted.

Previous practices have shown that victory in the first round does not guarantee final victory in the second round in cases where there is a runoff.

Of the municipalities with a Serb majority, only in Kllokot will there be a second round, while in the other nine, the Serbian List, the largest party of Kosovo Serbs, which has the support of Belgrade, won./ REL
