The Irish government will take legal action against the UK under the European Convention on Human Rights (ECHR).
The interstate case is linked to the UK's decision to bring in the Northern Ireland Troubles legacy act, Deputy Prime Minister Michael Martin has confirmed.
The act became UK law in September 2023. It looks set to end legal proceedings related to the problems by granting immunity to people who cooperate with the new Independent Information Reconciliation and Recovery Commission (ICRIR).
On the part of the United Kingdom, the measure was welcomed by soldiers and their families, after various historical follow-ups.
But there were warnings that it would breach the ECHR as the granting of amnesties has previously been found by the European Court of Human Rights (ECHR) to be incompatible with a country's obligation to have a way of investigating unnatural deaths and claims for torture.
Compliance with the ECHR is part of the Good Friday Agreement.
The UK government stated at the time that "there is support for the concept of amnesty in ECtHR jurisprudence, which recognizes that the use of an amnesty can further the objective of reconciliation"./ CNA
