WASHINGTON – The executive director of the United States Agency for Global Media (USAGM) said Wednesday that the agency she leads is playing a vital role globally in giving audiences access to reliable and unbiased news, countering thus the media run by authoritarian regimes.
"We are at a tipping point ," says Amanda Bennett in testimony prepared for the Senate Foreign Relations Subcommittee, which oversees the State Department and other international activities.
"Authoritarian regimes are using malign influence, disinformation, propaganda and information manipulation to stop the flow of information and sabotage those seeking fact-based information about the world around them. The governments of the People's Republic of China, Iran and Russia often cooperate to multiply their evil influence ," Ms. Bennett added.
USAGM estimates that 394 million people benefit each week from accessing its programs. The agency is funded by the federal budget, overseen by the United States Congress and includes two federal entities - VOA and the Office of Broadcasting in Cuba - as well as four non-profit organizations: Radio Free Europe/Radio Liberty, Radio Free Asia , Middle East Broadcasting Networks and the Open Technology Fund (OTF).
Ms. Bennet said that USAGM was set up for this very moment, with over 4,000 media partners around the world, thus opposing the influence of the state media.
According to the agency's data, Radio Free Europe and Voice of America programs in Russian and Ukrainian were watched 8 billion times since the beginning of Russia's attack on Ukraine. Also, 1 in 4 Iranian adults used OTF-supported tools to access information.
"This is the most important moment for this agency since the Cold War and perhaps since World War II ," Ms. Bennett said. "USAGM must position itself to be consistently competitive in today's dangerous world of information manipulation and heavy investment by authoritarian regimes and other malevolent actors."
USAGM has requested a budget of $944 million for fiscal year 2024, an increase of $59 million from the prior year. Some lawmakers have questioned whether the agency is using American taxpayer funds properly.
"We have a very open system ," said Democratic Senator Ben Cardin, comparing USAGM's networks to state media around the world. "We very carefully guard the journalistic independence of your agency, and we will continue to do so. But, as policy makers, we want to make sure that we are placing resources and priorities in those parts of the world where we need it most" .
