The European Union has decided to suspend official meetings with Kosovo Prime Minister Albin Kurti and his ministers.
The decision was notified to the Kosovo government through an official letter.
The Heads of Missions in Kosovo state in the letter that the decision is temporary and will last until the formation of a new government, resulting from the February 9 elections.
Letter to the Kosovo government
I am writing to you on behalf of the Heads of Mission of the Member States of the European Union present in Kosovo. Following the judgment of the Supreme Court of Kosovo (PAnr.09/2025, dated 25 June 2025), which declared invalid the Administrative Instruction of the Ministry of Finance, Labor and Transfers No. 01/2025 on the Use of Electronic Fiscal Devices, Fiscal Systems and Electronic Fiscal Programs, based on Article 71 of the Constitution prohibiting the exercise of ministerial and parliamentary functions simultaneously, the European Union has adapted its engagement practices in line with this decision after consultations with the EU Member States.
In accordance with this judgment and in the interest of institutional stability and respect for the rule of law, high-level visitors from EU Member States and EU institutions will temporarily refrain from holding meetings with the acting Prime Minister and ministers inside the Kosovo Government building, until a fully-fledged Government is in place.
This decision reaffirms our principled commitment to the rule of law, democratic accountability and institutional integrity. This letter also aims to avoid any future ambiguity or misinterpretation, as occurred during the recent visit of the European Union Special Representative for the Belgrade-Pristina Dialogue. We consider it essential that our institutional commitments are fully harmonized with the constitutional framework of Kosovo and the decisions of its highest court.
The European Union remains fully committed to constructive engagement and stands ready for substantive contacts and coordination. Senior officials from the EU and our Member States will continue to work with their respective counterparts to ensure continuity in key areas of cooperation.
We believe that this measure will be understood in the spirit of mutual respect and in light of our shared commitment to good governance and the democratic principles that have always guided our partnership.
We also sincerely hope that a government with a full mandate will be formed without further delay, so that we can resume full cooperation with the EU and further deepen our political and economic relations.
