New property tax, in 2026 it is expected to register 2.5 million real estate

In 2026, 2.5 million real estate properties are expected to be registered in the fiscal cadastre and will be subject to the new real estate tax.

The data was made public in the decision of the Council of Ministers "On the approval of the revised medium-term budget program document 2026-2028", published in the Official Gazette.

The cost of registering real estate for 2026 is estimated at 25.7 million lek or 10.2 lek for each registered real estate.

The number of registered properties is expected to remain the same for 2027 and 2028 according to data published in the medium-term strategy.

As for the continuation of the implementation of the project "ProTax Albania - Implementation of a property tax based on market value", according to the strategy data, 8.7 million lek are expected to be spent for 2026.

The new real estate tax calculated on the market value of the property according to the draft published in 2023 was expected to begin implementation on January 1, 2026. But the Ministry of Finance postponed the implementation for another 2 years to 2028.

The Ministry of Finance explained to Monitor that the reason for postponing the implementation of the new tax is the drafting of a completely new draft law, which will be approved in 2026, and will begin to be implemented together with the Fiscal Cadastre from 2028. The postponement comes after the consultations and preparations necessary to build a new taxation system, which will be based on the market value of real estate.

In the previous draft law, published for public consultation in 2023, it was envisaged that for residential buildings the tax rate would fluctuate between 0.1% and 0.2% from the 0.05 currently applied. For commercial buildings, a tax rate of 0.15% to 0.25% was proposed from the current 0.2%, and for agricultural and industrial buildings, a tax rate of 0.15% to 0.25% was proposed.

It is learned that the new draft that is being drafted is not expected to change the building tax coefficients for land and agricultural land proposed in 2023, which brought the tax rate closer to countries in the region.

Also at the conclusion of the Article IV consultations, International Monetary Fund Mission Director Anke Weber recommended increasing revenues through advancing property tax reform./ Monitor.al
