Report/ Municipal arrears reached 33 million euros in 2024

July 20, 2025 is the deadline for municipalities with financial problems and those with arrears to complete the drafting of a debt repayment plan.

Finance Minister Petrit Malaj earlier asked municipalities to submit their financial rehabilitation plans to the ministry, once they have been approved by the municipal councils. The plan must ensure the progress of debt repayments within 12 months.

In total, for 2024, the level of arrears for 61 municipalities nationwide has reached the value of about 3.2 billion lek or about 33 million euros, according to data published in the report "Local Governance in Albania - Report on the Situation 2024" by the Institute for Municipalities of Albania.

Compared to 2023, arrears created by local governments have decreased to 1.5 billion lek or 32.8% less.

But despite the downward trend in the total value of arrears, the progress with their repayment for each municipality appears mixed.

In 2024, the report's data shows that 14 municipalities have increased the value of arrears, while 3 municipalities such as Këlcyra, Patos and Mallkastra have not created new arrears in 2024.

Also in 2024, according to the report, 4 municipalities nationwide are in financial difficulties, such as the municipalities of Kavajë, Vorë, Cërrik, Dimal.

According to the law "On Local Finances", if the level of arrears is higher than 25% of the expenditures that municipalities have made with their own resources, they are considered to be in financial difficulty.

Of the total expenditures that the Municipality of Kavaja has made in 2024 with its own resources, about 59% of them are with unpaid debts. In Vora, expenditures with debts account for 40%, in Dimal about 33% and in Cërrik about 37%.

But despite the fact that the relative values of arrears for these municipalities are below the 80% level of the legal limit set in the report, it is recommended that these municipalities should make greater efforts both in terms of revenue and expenditure to further reduce this high level of arrears throughout 2024 and beyond.

While for the two municipalities of Kavajë and Vora that are in a situation of serious financial difficulty, the report of the Institute for Municipalities of Albania states that according to the law "On Local Finances" the steps foreseen to enable a way out of the difficulties are:

"The Ministry of Finance, upon receiving notification from the head of the local self-government unit or when it ascertains it itself, proposes to the Council of Ministers measures to overcome the situation of serious financial difficulty.

In this case, the Council of Ministers decides:

a) të japë mbështetje financiare në formën e ndihmës apo huas, duke përcaktuar edhe planin për daljen e njësisë së vetëqeverisjes vendore nga situata e vështirësisë serioze financiare, si dhe planin e kthimit të shumës së dhënë;

b) të mandatojë Ministrinë e Financave për të negociuar ristrukturimin e borxheve dhe të detyrimeve të papaguara;

c) të shpallë njësinë e vetëqeverisjes vendore në mbikëqyrje financiare dhe të autorizojë Ministrinë e Financave si mbikëqyrës financiar të saj, duke respektuar rigorozisht këto kushte: i) njësia e vetëqeverisjes vendore nuk mund të marrë asnjë vendim që mund të çojë në shtimin e detyrimeve të saj financiare; ii) njësia e vetëqeverisjes vendore nuk mund të vendosë shërbime të reja publike, të themelojë sipërmarrje publike apo çdo institucion tjetër; iii) njësia e vetëqeverisjes vendore nuk mund të shlyejë asnjë detyrim financiar, të krijuar para shpalljes së rastit të vështirësisë financiare, përveç detyrimeve të përcaktuara shprehimisht në planin e rehabilitimit financiar”, citohet në raport.

Nga Kavaja, Tirana deri te Pogradeci 10 bashkitë mbajtëse kryesore të borxhit

10 bashkitë kryesuese me borxhin më të madh, si përqindje e totalit të detyrimeve të prapambetura janë e Kavajës dhe Tiranës pasuar nga Pogradeci, Vora, Rrogozhina, Dimali, Dibra, Cërriku, Peqini dhe Mati.

Pesha e borxhit të Bashkisë së Kavajës kundrejt totalit është 23%, e Tiranës 18%. Më pas e ndjekur nga Bashkia e Pogradecit me peshë 7,5% kundrejt totalit, Vora (4,8%), Rrogozhina (5%), Dimali (4,5%), Dibra (4%), Cërriku (3,6%), Peqini (2,5%) dhe Mati (2,4%).

Në 2024 konstatohet se 14 prej 61 bashkive e kanë shtuar vlerën e detyrimeve të prapambetura në raport me vitin paraardhës.

Spikasin Bashkia Rrogozhinë (+83.1 milionë lekë apo rreth 107% më shumë se 2023), Bashkia Mat (+49.3 milionë lekë apo 189% më shumë se në 2023) dhe Bashkia Berat (+47.6 milionë lekë apo 257% më shumë se 2023).

Nga ana tjetër, vërehet një ecuri pozitive në shlyerjen e detyrimeve të prapambetura nga Bashkia Durrës (-266.8 milionë lekë apo 85,6% më pak se në 2023), Bashkia Tiranë (-217.7 milionë lekë apo 28% më pak se në 2023), Bashkia Vorë (-209.5 milionë lekë apo 58% më pak se në 2023), Bashkia Lezhë (-119 milionë lekë apo 70% më pak se në 2023) dhe Bashkia Elbasan (-107.5 milionë lekë apo 87% më pak se nga 2023).

Ndërsa Bashkia Këlcyrë dhe Bashkia Patos për të katërtin vit rradhazi nuk krijojnë asnjë detyrim të prapambetur ndaj palëve të treta.

Pjesa më e madhe e detyrimeve të pashlyera janë për energjinë

Pjesa më e madhe e detyrimeve të pashlyera nga 61 bashkitë në rang vendi për 2024 rezulton se është për zërin e shpenzimeve “Të tjera” ku pjesën dërrmuese e zënë detyrimet e prapambetura të energjisë elektrike të njësive të qeverisjes vendore ndaj OSHEE sh.a..

Për zërin “Të tjera” detyrimet e parapambetura zëne një total prej 1.05 mld lekë apo rreth 33% të totalit të borxheve.
