Formalization of the food market, 20 tons of goods blocked

The Tax Directorate has announced that as part of the action to formalize and improve food safety in the agricultural and livestock products market, 20 tons of goods have been blocked by the structures of the Tax Administration and the Ministry of Agriculture.

This blockage has resulted from the inspection of 87 entities so far.

"The results of the first 3 days clearly show the need for the full formalization of this sector, as a guarantee of quality, food safety and consumer protection."

"We invite all taxpayers to implement the law by issuing fiscal invoices at every link in the food chain, to ensure traceability and transparency from producer to consumer," the announcement states.

The tax action has meanwhile created confusion throughout the agricultural goods trading chain due to the uncertainty about how to proceed with issuing invoices. The General Directorate of Taxes (GDT) has explained to Monitor that, referring to instruction no. 16, dated 03.04.2020, “On the invoice and the circulation monitoring system”, as amended, all commercial units without exception that purchase goods from agricultural and livestock producers must be accompanied by a fiscalized invoice, of the auto-invoicing type.

The scheme for invoicing goods purchased directly from farmers, from a neighborhood market, bar, restaurant or large supermarkets is the same as in the case of trading agricultural or livestock goods to large processors or collectors.

At the beginning of the action, Minister of Finance Petrit Malaj and Minister of Agriculture Anila Denaj said that through this joint action they aim to increase transparency, strengthen food security and reduce informality in the sector./ Monitor.al
