The former persecuted, who according to the local legislation have benefited from compensation, will have to wait at least 3 decades to fully receive what is calculated and due to them.

The report of the Supreme State Control (SCSC) notes that if it continues at these rates, where every year a negligible amount is approved in the budget in relation to the total, the closing of this chapter will be very long-term.

"The value of the remaining liability for the former political persecuted until the end of 2022 is 29.88 billion ALL (290 million euros) and if the budgeting and opening of the fund for the former persecuted will continue at this rate or lower, this obligation will be able to be repaid on average after about 30 years", the report underlines.

For the year 2024, the amount approved for this category is 1 billion ALL.

The method of compensation for the former persecuted has changed continuously since the time of the right-wing government until today.

In the years 2009-2018, according to the data of the Ministry of Finance, at that time there were over 13 thousand approved files applied by the former political persecuted. The categories benefiting from this compensation were divided into primary and secondary.

For the primary ones in those years, the granting of 8 installments with amounts of 1 million and not less than 100 thousand ALL was approved, while it was requested that a ninth installment be added because there was still undistributed compensation for some cases.

The pace of payments has been decreasing from year to year. Thus, from 2010 to 2014, ALL 7.9 billion were distributed. Then from 2014 to 2018, 9.1 billion ALL were distributed. In 2019 and 2020, the amount given was 2.19 billion ALL.

From 2021, including the planning made for this category in the 2024 budget, the total fund is slightly more than 4 billion ALL. So in total, there are about 23 billion ALL distributed for this category and more than half still remains unpaid.

These are payments made in cash from the state budget, while over the years there have been other forms related to the advancement of privatization with privatization bonds, where the last time this amount was reported was in 2018 and was calculated at almost 34 million dollars./ Monitor magazine
