A joint venture between Elmazaj Construction and the Italian Inc spa has been declared the winner in the fierce competition for the second lot of the Kashar-Vaqar junction. A total of 13 bids were submitted in the tender with a limit of 28 million euros, with the participation of almost all the construction heavyweights in Albania.

But the Albanian Road Authority has decided to declare the winning bid of Inc spa and Elmazaj, which offered a price of 23.5 million euros, or 4.5 million euros less than the limit fund. In fact, a lower bid was also submitted in the competition, such as that of Gjikuria with 20.5 million euros, or Alko Impex, but they were disqualified on the grounds that they did not meet the criteria.

Meanwhile, in the first winning lot, which was even larger in value, the company 4 AM was declared the winner. For the first lot, the limit fund was set at 3.3 billion lek or 34 million euros.

The construction of the road segment from Kashari to Vaqarr is the largest public investment, newly opened this year. The project included in the 2025 budget has a cost of about 73 million euros including Value Added Tax.

This segment is part of the Tirana Bypass and directly connects the Tirana - Durrës highway with the Tirana-Elbasan highway, avoiding entry into the capital.

With a length of 21.6 kilometers, the Kashar-Vaqar road will cross the southern, southwestern and western parts of Tirana, starting near the City Park Shopping Center in Kashar and ending in Mullet, at the intersection with the Tirana-Elbasan highway. The route will have two lanes in each direction, a width of 10.5 meters and will allow speeds of up to 120 km/h.

The road will pass through a plain and hilly terrain, including deep technical interventions such as double bridges over the Erzen River, construction of a new tunnel in Rrogozhina, and the establishment of three junctions. One of them is with the existing Tirana–Durres road (Plepa), where an entry-exit junction for the surrounding areas is foreseen. The other two connect to the Kashar-Rrogozhina highway and the Tirana-Elbasan highway.

The route of the road passes through agricultural areas, including the villages of Allgjatë, Picallë and Stërmas. The Tirana Bypass is considered one of the most strategic projects for improving intercity traffic in the country./Kapitali.al
