Following the administrative and procedural measures taken by the General Prosecutor to guarantee the normal functioning of the prosecution in accordance with the constitutional and legal obligations for the pre- and post-election period, the prosecution is engaged in the investigation of criminal offenses in the field of elections, in the subject competence of general jurisdiction.

Until 18.05.2023, the First Degree Prosecutions of the general jurisdiction have reported to the General Prosecution, on the criminal offenses affecting free elections and the democratic election system as follows:

• 9 reports from political subjects and institutions and 21 referrals from the judicial police of the Local Police Directorates and Police Stations were submitted.

• A total of 31 criminal reports were registered. Of which:

- 5 criminal reports in the Prosecutor's Office of Elbasan;

- 4 criminal reports in the Prosecutor's Office of Vlora;

- 4 criminal reports in the Prosecutor's Office of Berat;

- 3 criminal reports in the Durrës Prosecutor's Office;

- 3 criminal reports in the Kukes Prosecutor's Office;

- 3 criminal reports in the Gjirokastra Prosecutor's Office;

- 2 criminal reports in the Fier Prosecutor's Office;

- 2 criminal reports in the Prosecutor's Office of Dibra;

- 2 criminal reports in the Tirana Prosecutor's Office;

- 1 criminal complaint in the Korca Prosecutor's Office;

- 1 criminal complaint in the Shkodra Prosecutor's Office; AND

- 1 criminal complaint in the Saranda Prosecutor's Office.

• A total of 18 criminal proceedings were registered for the criminal offenses provided by articles 326/a, 327/1, 328, 328/a/1, 329, 330, 331/a, 190, 248, 84 of the Criminal Code. Of which 4 in the Prosecution of Elbasan, 1 in the Prosecution of Korça, 1 in the Prosecution of Kukës, 4 in the Prosecution of Berat, 1 in the Prosecution of Fier, 1 in the Prosecution of Shkodra, 1 in the Prosecution of Vlora, 2 in the Prosecution of Gjirokastër , 1 in the Prosecutor's Office of Saranda and 2 in the Prosecutor's Office of Tirana.

• It was decided not to start the investigations for 3 criminal reports, of which 2 were not started by the Dibër Prosecutor's Office and 1 was not started by the Gjirokastër Prosecutor's Office.

• Other reports are in the verification phase.

• The criminal offense was attributed to 25 persons.

• 6 people were arrested in the act, of which 2 in Saranda, 2 in Tirana, 2 in Vlora.

• "Arrest in prison" has been set as a security measure, only for one person by the Vlora Prosecutor's Office.

• 3 criminal proceedings, 2 from the Berat Prosecutor's Office and 1 from the Vlora Prosecutor's Office, have been transferred to the Special Prosecutor's Office against Corruption and Organized Crime for investigative competence.
