The renowned Italian newspaper "La Repubblica" has published today a new plan from the Italian Ministry of the Interior to reopen migrant centers in Albania.

According to Italian media, this could happen as early as spring, if the agreements on the three new regulations adopted by the EU Council on Monday easily pass the trilogue hurdle on December 17. The next step will be Parliament's approval, even before the new Asylum and Migration Pact enters into force on June 12.

Gjadri, according to the plan of the Minister of the Interior Matteo Piantedosi, will reopen the doors of the center to asylum seekers from safe countries while they await the completion of the accelerated border procedures. However, they will no longer be taken directly from the sea by control on Navy ships, but will be taken to the other side of the Adriatic from the Italian hotspots immediately after their arrival, either by Italian Navy ships, directly by boat, or even rescued by NGOs. Considering the Albanian center as a return center established in a safe third country, thanks to the new European regulations, it will be possible to stop migrants from safe countries, whose applications will be processed according to the accelerated border procedures.

And, according to government estimates, this time there will be more than just a few dozen, given that the creation of the European list of safe countries of origin will now allow migrants from Bangladesh and Egypt to be brought to Albania, the source of the majority of those arriving in 2025, more than 28,000. This represents just under half of the total arrivals, to which must be added Tunisians and Moroccans, who can also be quickly repatriated under accelerated border procedures.

According to the Interior Ministry's plan, therefore, a large part, if not all, of the places available in Gjader - approximately 1,100 - could soon be filled with a rapid influx, given that accelerated border procedures foresee repatriation within a month. And this time - the Interior Ministry confesses - migrants will not be able to appeal to a judge to bypass detention and return to Italy pending a decision to deny protection, as is currently the case. Among the provisions adopted by the EU Council is one that excludes the automatic suspension of repatriation for those who appeal. A migrant who has been denied a residence permit will be able to appeal, but this will not prevent repatriation, unless the judge orders the suspension of the expulsion order.

"The situation is currently still subject to the final decision of the so-called trilogue, but it is an excellent path towards a final solution, which will bring clarity from both a jurisprudential and an operational point of view," Justice Minister Carlo Nordio said yesterday in Brussels, "and therefore there will be no more room for judicial hesitation."

The government is therefore preparing to restart the relocation mechanism for Albania, convinced that the new European list of safe countries is sufficient to overcome all the objections raised by the Italian courts, which overturned the bans. As a result, the Gjader center, the heart of the Albanian model - which the Italian Bishops' Conference (CEI) yesterday described as "on the limits of democracy" - has remained essentially empty./ La Repubblica
