The draft for the draft law on the State Police, which was drawn up by the General Directorate of the State Police and the Ministry of the Interior, has been released.

The innovation in the draft law is that the head of the State Police will have a 5-year mandate and will be elected by competition. Directors of local Directorates, who will have a 3-year term and the right to re-election for a second term.

Meanwhile, the appointments of department heads will be made by order of the Head of the State Police.

It is also proposed that the inspector, first and second inspector ranks will be merged into a single rank, named inspector. While from the rank of deputy commissioner to the rank of first manager, they must have 4 years of experience respectively.

Among other things, the draft law aims to fulfill the main recommendations of EU and international organizations, as well as partner countries for the creation of missing capacities or structures in the State Police.

Bill:

The selection of the General Director of the State Police is carried out through a transparent competition procedure of candidates who meet the legal criteria and express interest in this position. The Minister sets up an ad hoc Commission, which, after their evaluation process, proposes candidacies for the General Director of the State Police.

The Minister proposes to the Council of Ministers the candidacy for Director General of the State Police. The composition and rules of operation of the ad hoch Commission are defined in the State Police Regulation", reads the draft law.

The General Director of the State Police remains in office for a period of 5 years, with the right to re-compete for a second term. The same procedure is followed for the Deputy General Director of the State Police.

The appointment, release and dismissal of the Deputy General Director of the State Police is done by order of the Minister, with the proposal of the General Director of the State Police.

The Minister sets up an ad hoc Commission, which examines the proposed candidacies for Deputy General Director of the State Police. The composition and rules of operation of the ad hoc Commission are defined in the State Police Regulation./ CNA
