In the show "The Unexposed", journalist Ola Xama spoke about the direct responsibilities of the Mayor of Tirana, Erion Veliaj in the Tirana incinerator affair, for which he was called to be questioned at SPAK for about seven hours. 

Ola Xama explained how Veliaj was the key factor and took over the financing of the incinerator, without the approval of the Municipal Council.

Already in 2016, a few months after Veliaj took the post of Mayor, he sent a letter to Shkëlqim Can, where he requested that the field of waste management be made PPP. Also attached is an IFC feasibility study.

The Minister of Finance asks him to argue why he should with PPP. Then comes Ahmetaj and he receives a letter from Veliaj for PPP. And here Mr. Veliaj takes over. At first it had a proactive role, and then it takes on an active role, taking over the financing.
