International drug trafficking/ GJKKO sentences Gëzim Bakalli and Erjon

The Special Court has found Gëzim Bakalli and Erjon Loci guilty and sentenced them to prison for drug trafficking within a criminal group and several other criminal offenses.

The GJKKO announces that Gëzim Bakalli (alias Shkembim Cërmanji) has benefited from the summary trial and has been sentenced to 12.8 years in prison.

Erjon Loci also benefited from the shortened trial and was sentenced to 8 years in prison. The pair will serve their sentence in a high-security prison.

The decision was made by a panel of judges composed of judges Erjon Çela, Flora Hajredinaj and Rudina Palloj.

Full announcement:

1. The Special Prosecution Office against Corruption and Organized Crime has submitted to the Court the request with the subject: “Trial of the criminal case pertaining to criminal proceedings no. 108, of 2024, against the defendants Gëzim Bakalli (alias Shkembim Cërmanji) and Erjon Loci”. 2. The trial of this case was conducted under the rules of summary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Erjon Çela, Flora Hajredinaj and Rudina Palloj, with decision no. 11, dated 10.02.2026, decided:

1. The guilty plea of ??the defendant Gëzim Bakalli (alias Shkembim Cërmanji) for committing the criminal offense "Drug Trafficking", committed in the special form of cooperation, that of a structured criminal group, and more than once, provided for by articles 283/a/2 - 28/4 of the Criminal Code, and in connection with article 334/1 of the Criminal Code "Commitment of criminal offenses by a criminal organization or a structured criminal group", his sentence to 18 (eighteen) years of imprisonment.

2. The guilty plea of ??the defendant Gëzim Bakalli (alias Shkembim Cërmanji), for committing the criminal offense "Structured criminal group", committed in the form of leadership, provided for by Article 333/a/1 of the Criminal Code, and based on this provision his sentence to 4 (four) years of imprisonment.

3. The guilty plea of ??the defendant Gëzim Bakalli (alias Shkembim Cërmanji), for committing the criminal offense "Forgery of documents", provided for by Article 186/1 of the Criminal Code, and based on this provision his sentence to 1 (one) year of imprisonment.

4. The guilty plea of ??the defendant Gëzim Bakalli (alias Shkembim Cërmanji), for committing the criminal offense "Forgery of identity cards, passports or visas", provided for by Article 189/1 of the Criminal Code, and based on this provision his sentence to 1 (one) year of imprisonment.

5. The guilty plea of ??the defendant Gëzim Bakalli (alias Shkembim Cërmanji), for committing the criminal offense "Falsification of civil status acts", provided for by Article 191/1 of the Criminal Code, and based on this provision his sentence to 1 (one) year of imprisonment.

6. Pursuant to Article 55 of the Criminal Code on determining the punishment for committing several criminal offenses, the defendant Gëzim Bakalli (alias Shkembim Cërmanji) is sentenced to a single sentence of 19 (nineteen) years of imprisonment.

7. In application of Article 406/1 of the Code of Criminal Procedure, the above sentence is reduced by 1/3, definitively sentencing the defendant Gëzim Bakalli (alias Shkembim Cërmanji) to a single sentence of 12 (twelve) years and 8 (eight) months of imprisonment.

8. The defendant Gëzim Bakalli (alias Shkembim Cërmanji) shall serve his sentence in a high-security prison.

9. The guilty plea of ??the defendant Erjon Loci for committing the criminal offense "Production and sale of narcotics", committed in the special form of cooperation, that of a structured criminal group, and more than once, provided for by articles 283/2 and 28/4 of the Criminal Code, in connection with article 334/1 of the Criminal Code "Commitment of criminal offenses by a criminal organization or a structured criminal group", and his sentence to 12 (twelve) years of imprisonment.

10. The guilty plea of ??the defendant Erjon Loci for committing the criminal offense "Structured criminal group", committed in the form of participation, provided for by Article 333/a/2 of the Criminal Code, and based on this provision his sentence to 2 (two) years of imprisonment.

11. Pursuant to Article 55 of the Criminal Code on determining the punishment for committing two criminal offenses, the defendant Erjon Loci is sentenced to a single sentence of 12 (twelve) years of imprisonment.

12. In application of Article 406/1 of the Code of Criminal Procedure, the above sentence is reduced by 1/3, definitively sentencing the defendant Erjon Loci to a single sentence of 8 (eight) years of imprisonment.

13. The sentence for the defendant Erjon Loci should begin from the day of his arrest and be carried out in an IEVP, a high-security prison.

14. Regarding the material evidence seized for the purpose of criminal proceedings pursuant to Article 190 of the Code of Criminal Procedure, the following procedure shall be followed:

· Document in several languages ??of the Swiss state; Passport in Italian with number **** in the name of citizen PR; Passport in Italian with number **** in the name of citizen AA; A pair of GUCCI brand glasses, black and yellow; A yellow pendant like that of gold with a medallion; A women's wristwatch of the Hublot MD Geneve brand with serial number **** in a box with the inscription Rolex seized in the apartment of the defendant Gëzim Bakalli; A beige and gold iPhone phone, model ****, IMEI ****, A white iPhone 8 phone, seized from the defendant Erjon Loci; Laptop MacBook Pro model ****, FCC ID: ****, IC: ****, ****, Serial number **** (Expertise Sector), to remain in the investigation file of the separate proceeding no. 108/1 of 2025.

· The documents: Kosovo driving license/license with no. ****, dated 13/1/2023; Kosovo passport with number ****, dated 27/2/2023, valid until 26.2.2033; identity card/Kosovo ID card with number ****, dated 3/11/2022, which during the trial resulted to be forged, shall be destroyed.

15. The procedural costs during the investigation phase in the amount of 43,630 lek (forty-three thousand six hundred and thirty) lek, as well as the court costs, are jointly and severally borne by the defendants.

16. This decision may be appealed by the parties within 15 (fifteen) days to the Special Court of Appeal for Corruption and Organized Crime, a deadline which begins on the day following the notification of the decision. / CNA
