The Special Prosecutor's Office has closed the investigations and has sent for trial the elected head of the Himara Municipality, who is accused of buying votes. Alfred Beleri is accused of the criminal offense "Active corruption in elections", committed in collaboration.

Pandeli Kokaveshi, who is accused of the criminal offense of "Active corruption in elections", committed in cooperation, was also sent for trial.

The investigations showed that Beleri offered Arsen Rama monetary sums of 50 euros for every person he could find who would vote for him in the Himara Municipality elections.

It is learned that Beleri would give the sum of 300 euros to Arsen Rama for the service, for finding people who would vote for him.

He gave the monetary sums to Arsen through Pandeli Kokavesh. Sums of money were given to 8 people who would vote in favor of Alfred Beleri.

At the end of the preliminary investigations of criminal proceedings no. 111 of 2023, the Special Prosecutor's Office Against Corruption and Organized Crime submitted to the Special Court of First Instance for Corruption and Organized Crime (on 31.07.2023) the request for trial in charge of the defendants:

1.Dhionisios Alfred Beleri, accused of the criminal offense "Active corruption in elections", committed in collaboration, provided by article 328 and 25 of the Criminal Code.

2. Pandeli Kokaveshi, charged with the criminal offense of "Active corruption in elections", committed in cooperation, provided by article 328 and 25 of the Criminal Code.

From the one-by-one and unitary analysis of the evidence administered during the investigation, such as the data obtained from audio/video interceptions, from telephone examinations, from examinations of computer expertise acts, from statements of persons who have knowledge of the criminal offense etc., it turns out that it is proven beyond any reasonable doubt that the defendant Dhionisios Alfred Beleri offered the citizen Arsen Rama the monetary sum of 50 euros for every person Arseni would find, who would vote for Beleri as a candidate for the mayor of Himara Municipality , in the local elections of 14.05.2023, while Arsen Rama himself has promised citizens the amount of 300 euros as a reward for the service he would perform.

The defendant Dhionisios Alfred Beleri gave the monetary sums to Arsen through the other defendant Pandeli Kokaveshi, who was his accomplice in committing this corrupt act and the latter gave the citizen Arsen Rama eight 5,000 Lek banknotes for eight people who would vote in favor of citizen Dhionisios Alfred Beleri.

In the specific case, the defendants have committed the criminal offense with illegal active actions in two forms, such as by promising and offering sums of money to the citizen Arsen Rama so that the latter could influence the will of other citizens to secure votes. in favor of the defendant Dhionisios Alfred Beleri in the local elections of 14.05.2023./ CNA.al
