It must be that the authorities are deeply corrupt and that the country is governed by officials who have no soul.

In Chichikov's life, this was a common background. But as we saw the other day, business with death is also done in Edi Rama's Albania, two centuries later.

While all the public revulsion has been poured out on the cheeky doctors put on bail by the Court, they are not the architects of the stock market of death. The people who set up this scheme are in the government and in the Ministry of Health, they are the officials to whom Albanians have entrusted their lives. These are the real scammers who want to make money out of death.

How can the Ministry of Health license a clinic for oncology services, when its owner with 90 percent of the shares is the doctor who serves as an oncologist in the public hospital? Megis is the private business of the oncologist of the public hospital Edmond Gashi. And as the Minister of Health reacted by saying that she was disgusted by the actions of the doctors, she should have at least yesterday expressed her disgust with the ministry that she leads, which has licensed Gashi to do business with death.

Could there be a chemotherapy drug market if the state would responsibly procure all the necessary amount of drugs needed by patients? No, it could never exist. This market exists because the state does not procure the necessary quantity. Because the money gets the criminal concessions of the threshing floor analysis. These medications, like all over the world, should be applied only in genuine hospitals, which meet the conditions and are under strict state monitoring. Not in every clinic, which is built in every corner of the building in the neighborhoods of Tirana.

Oncology drugs are all imported drugs and their control is very simple. These medicines have a serial number assigned to the barcode and are administered with a special hospital prescription. This barcode together with the prescription is stored in the patient's file and a copy is sent to the Health Care Fund as the funder of the therapy. So their entire supply chain can be traced very easily; how much was imported and how much was used, where it was used and where it was paid for.

The state has all the control mechanisms to prevent what happened. But in every link that fails, there is an official who becomes corrupt, just like in Russia of the 19th century. Therefore, the architects of the trade of death are not the Gashes fattened by the money of the mortuary or the ugly Alketeras by the sins of Hell.
