Ina Zhupa, chairperson of the Education and Public Media Commission, at the beginning of the Albanian football championship, raised some questions regarding the television rights that RTSH has won, for the broadcast of this sports event.

It is about an amount of about 1.2 million euros per year. She raises hints about this amount of money, as she wants to know if it is a budget forecast of RTSH or a borrowing from the government.

Zhupa declares that the Governing Council of RTSH was not considered and this fund was the personal decision of the director of public television, Alfred Peza.

The question marks and the lack of transparency on RTSH's television rights for the broadcast of the Albanian championship that starts today.

On behalf of the committee of Education and Public Information, the committee responsible for sports, I wish success to the Albanian championship and the participating teams and express the deepest commitment to turn sports into the focus of our committee's attention.

Despite the fact that I consider the acquisition of television rights by RTSH as good news, as the television is maintained with the tax money of Albanians, it is necessary to be transparent and clarify some questions regarding the process followed and the costs that are said to be 1.2 million euros per year (3-year contract)

Some questions that come from the lack of transparency and the illegal way of the function of the General Director of RTSH Alfred Peza.

1- Was it discussed in the Steering Council of RTSH, as required by law, before this offer was made to the FFA?

2- Was the purchase of these rights part of the strategic plan, according to point 7, article 102 of law 97/2013?

3- Regarding the amount, it is said that 1.2 million euros will be paid every year, for a period of 3 years. What is the exact amount and how was this amount arrived at as a proposal?

4-Has the purchase of these rights been part of the budget approved by KDRTSH for the year 2024 according to point 16 of article 102 of law 97/2013?

5- If it complies with the budget forecasts, then why is RTSH requesting additional loans from the government regarding this expenditure? Or have they gone beyond the budget forecasts without asking KDRTSH?

6- According to RTSH information, it is said that the government will cover 2/3 of the payment. Is it true? And on the basis of which law, rule, decision is required and this financial action will be made?

7- Has the Governing Council considered a loan from the government according to point 17 of article 102 of law 97/2013?

8- Has a business plan been prepared by the marketing department regarding what are expected to be the expectations and benefits from these television rights in terms of advertising and RTSH growth?

According to the information, KDRTSH was not considered for any moment and everything was the personal decision of director Peza, and they were then asked (after the fact) to sign a circular decision regarding the above.
