The report of the SSC on the emergency: To limit work positions with short-term

The National Medical Emergency Center (NME) has been recommended to review short-term contract work positions by investing more in permanent ones so that the service is of better quality.

A report of the High State Control underlines that the number of doctors and other staff in this center has been changing from year to year according to the need, but 57 percent of this staff is on a short-term contract.

"Permanent employees belong to the structure of KKUM, i.e. 86 employees (temporary employees have been requested for an additional 49 employees (medical personnel due to the pandemic, doctors, nurses, and drivers), the forecast of salary expenses, there is a change in the salary fund in The PBA for the years 2021-2023 and 2022-2024 is higher due to the request for additional personnel with a temporary contract as well as the implementation of decision No. 207, dated 10.03.2020 "On awarding remuneration to personnel, doctors, nurses and Other employees".

Although the budget request for 2021 is for 86 employees, the Ministry of Education and Culture has approved 88 employees," the audit states.

According to the latter, the National Medical Emergency Center to cope with the flow of medical emergencies as well as the growing dynamics (due to the earthquake, pandemic) in the years 2020-2021-2022, has predicted an increase in human resources, the number of employees of the Medical Center 10 doctors, 20 nurses and 15 drivers have been added.

"Therefore, there are frequent changes in the medical staff, which lead to deficiencies in the performance of the task, and the investment made by KKUM for the professional training of this category of employees is not sustainable and affects the quality service to citizens," the report underlines.

In these conditions, the KLSH has recommended that the KKUM address to the Ministry the request for an immediate review of the organizational structure of the institution, accompanied by the corresponding argumentative relation on the necessity of limiting the positions of work with short-term contracts (currently 57% of the staff) in an institution of vital importance for citizens and without the nature of seasonal work, in order for the investment made for the professional training of this category of employees to be sustainable and long-term for professional and quality service to citizens./ Monitor.al
