Public Procurement/ Straw: Albania was evaluated in three international reports

The Director General of the Public Procurement Agency, Reida Kashta, has stated that Albania is negotiating a second global agreement.

Kashta said that it is important that the European Union also agrees to this agreement. She further added that Albania was evaluated for public prosecutions in three international reports in 2025.

"The second agreement we are negotiating is global, it goes beyond the EU. But it is important that the EU gives the "OK" to this agreement on public procurement. In 2025 we have seen ourselves in the SIGMA report, the PEFA report published by the World Bank, and for the first time Albania becomes part of an assessment of the "Open Tender EU" portal. For the first time, external evaluators have decided to also assess Albania's public procurement. We are comparable to Montenegro, which has closed Chapter 5. But we are better than Montenegro, which has adopted the law on concessions. These are incentives to continue working on those indicators that we have work to do.

The assessment on the “Open Tender EU” portal, Albania is at levels comparable to EU countries. In the transparency indicator, Albania leaves behind 7 EU countries. We have also had two new developments, the process of professionalization in public prosecution and the Methodology for Assessing Corruption Risk in Public Procurement. In August of this year, there should not be any institution that does not have a person responsible for public procurement, trained and certified. In this risk methodology, we have managed to raise this assessment to a methodological level” , said Kashta. /CNA
