The Ministry of Defense has published today the declaration of the joint agreement between Albania-Kosovo-Croatia within the framework of cooperation in the field of defense.
The declaration signed on March 18 by the Defense Ministers of the three countries, Pirro Vengu, Ejup Makedonci, and Ivan ANUŠIC, contains 4 points supporting the agreement to strengthen security.
“ Recognizing the strong and stable relations between the Republic of Albania, the Republic of Croatia and the Republic of Kosovo, based on shared values, strategic orientations and mutual commitments towards regional security and cooperation,
Reaffirming our intention to strengthen trilateral security and defence cooperation to enhance security and stability in South-Eastern Europe and the Adriatic-Ionian region,
Stressing the importance of joint efforts to respond to new security challenges, hybrid threats and other risks that could undermine regional, European and international stability,
Taking immediate action to develop defence capabilities by acknowledging the ambitions stemming from the NATO Strategic Concept and the European Union Strategic Compass, designed to enhance our ability to protect our territories and people, as well as to contribute to international peace and security,
Advancing joint steps to enhance defence industrial cooperation and production in line with NATO’s Commitment to Industrial Enlargement and the European Union’s plan on the "Rearmament of Europe",
We are determined to ensure that we are well positioned to confront current and emerging threats, as well as to achieve our defense and security objectives,
We: the Minister of Defense of the Republic of Albania, the Deputy Prime Minister and Minister of Defense of the Republic of Croatia, and the Minister of Defense of the Republic of Kosovo, declare our commitment as follows:1. Promoting defense capabilities and cooperation for the relevant industry by:
- Explore the development and acquisition of defense capabilities through multinational cooperation solutions to increase the readiness of our military forces;
- Identify spaces for defense industrial cooperation, promoting access to resources and supply chains to create a competitive and sustainable defense industry;
- Increase efforts to invest in new technologies and innovations to accelerate and ensure a unified approach to security and defense transformation.2. Rritja e ndërveprueshmërisë nëpërmjet edukimit, trajnimeve dhe stërvitjeve duke:
- Ndarë ekspertizën dhe praktikat më të mira në rekrutimin, zhvillimin dhe mbajtjen e personelit të kualifikuar, duke përfshirë shkëmbimin e koncepteve të forcave rezerviste, për të rritur kapacitetet tona parandaluese dhe mbrojtëse;
- Rritur mundësitë e edukimit dhe trajnimit individual dhe kolektiv përmes akademive dhe kolegjeve ushtarake përkatëse, me qëllim që të ketë kuptueshmëri më të mirë nga ana strategjike të kërcënimeve dhe sfidave të përbashkëta;
- Forcuar stërvitjet dypalëshe dhe/ose trepalëshe për të përmirësuar ndërveprueshmërinë, në përputhje me Politikat e NATO-s dhe BE-së për Trajnimet dhe Stërvitjet, për t’u siguruar që forcat të jenë të përgatitura në mënyrë adekuate.3. Kundërpërgjigja ndaj kërcënimeve hibride dhe rritja e qëndrueshmërisë duke:
- Forcuar hapat e përbashkët për t’iu kundërpërgjigjur kërcënimeve hibride, duke përfshirë kërcënimet kibernetike, fushatat e dezinformimit, si dhe ndikimin dashakeq të huaj që mund të komprometojë ose të ndikojë në sigurinë kombëtare dhe rajonale;
- Shkëmbyer informacione dhe shërbime të inteligjencës për ndërgjegjësimin dhe koordinimin strategjik dhe operacional të situatës ndërmjet institucioneve të mbrojtjes për të parandaluar, zbuluar dhe reaguar në mënyrë efektive kundër sfidave që hasin vendet tona përkatëse;
- Eksploruar opsione të reagimit që adresojnë një gamë të gjerë kërcënimesh të mundshme për infrastrukturën tonë kritike dhe rrjetet e komunikimit dhe që mbështesin kohezionin dhe ndihmën e ndërsjellë.4. Ofrimi i mbështetjes së plotë për integrimin euroatlantik duke:
- Përafruar politikat dhe pozicionet me institucionet dhe strukturat shumëpalëshe euroatlantike për sigurinë dhe mbrojtjen, për të çuar përpara interesat dhe objektivat tona kombëtare dhe të përbashkëta rajonale;
- Treguar angazhim për bashkëpunim dhe koordinim më të ngushtë për integrimin e plotë të Kosovës në iniciativat rajonale për sigurinë mbrojtjen;
- Mbështetur perspektivën euroatlantike të Kosovës duke ofruar mbështetje për statusin e saj në Partneritetin për Paqe të NATO-s.Kjo Deklaratë e Përbashkët është bërë në frymën e miqësisë, solidaritetit dhe besimit të ndërsjellë. Ajo pasqyron vizionet e përbashkëta strategjike të Republikës së Shqipërisë, Republikës së Kroacisë dhe Republikës së Kosovës. Ajo nuk krijon asnjë detyrim të ri ligjor ndërkombëtar ose ndërqeveritar ndërmjet shteteve, as nuk ndikon në detyrimet ekzistuese me shtetet e tjera.

In a post on the X platform, Albania's Defense Minister, Pirro Vengu, published the agreement, writing alongside it that our country has no precedents of secret agreements or treaties to the detriment of its neighbors, referring to Serbia's statements.
“ The agreement on defense and security between Albania, Kosovo and Croatia is a natural cooperation between three sovereign states. As allies, we have a genuine assessment of the threats that aim to hinder the European future of our region. Therefore, we have decided to cooperate to increase our defense capacities and to support the integration of Kosovo into regional mechanisms. Serbia, following an empty-chair policy in regional initiatives for two years, has unilaterally suspended its ability to promote or participate in multilateral consultations. This suspension, which is up to Serbia to set aside, renders useless any victimizing narrative coming from the Serbian government. In its history, Albania has no precedents of secret agreements or treaties to the detriment of its neighbors, as other states have had. Consequently, despite the curiosity of experts on regional dramas and those who are eager to find an ear to listen to groans, we have no problem at all "to publish the tripartite agreement ," writes Minister Vengu./ CNA
