The Union of Albanian Journalists has been protesting the state of state television in Albania and Kosovo.

In the Union's statement, you say that this situation in which the two television stations find themselves is debating their further progress.

The Union raises the suspicion that media actors and political circles are interested in RTSH being in a state of crisis and not functioning properly.

Regarding the situation at Radio Television of Kosovo, the Union declares that its lack of funding is the responsibility of the current government and Assembly of Kosovo.

This state of crisis in both state televisions, RTSH and RTK, for the Journalists' Union aims to transform them into politicized state media.

 

Statement by the Union of Albanian Journalists on the crisis of public media in Albania and Kosovo

The public media crisis in Albania and Kosovo is a state disgrace and a political ploy against public information.

The Union of Albanian Journalists follows with utmost concern the situation created in the Albanian Public Radio and Television and the Radio and Television of Kosovo, two of the largest networks and the only public media in Albania and Kosovo, where for different reasons, circumstances and situations, the same situation is being formalized that discusses their functioning and further progress.

The financial crisis that has gripped RTPSH, according to recent statements by the Board of Directors and the executive director (elected more than three months ago), was previously preceded by a crisis of leadership and decision-making that lasted beyond any justification.

The previous Steering Council and the replaced management structure created a critical situation for the functioning and management of our public media, pushing political decision-makers on both sides to reach a consensus for early elections and reconfirming once again that public media in Albania can only function if it submits to the bipolar political will of the SP-PD.

But the current situation proves that the solution is not a solution!

The financial crisis of the RTPSH is a reality caused and imposed by those responsible known by letters and undelivered accounts, as well as a foretold project with a close possibility of imposition, to remain in crisis.

UGSH, based on reports from journalists and RTPSH employees, informs that: currently the monthly payment structure for this institution has collapsed.

Financial obligations for unpaid payments have increased. Complaints and addressing the responsibility of the predecessors of the current General Director of RTPSH are not a solution at all, nor are complaints a duty, to reduce management to lamenting for not overcoming the situation.

Kjo situatë është krijuar dhe do të bëhet edhe më e rëndë. Arsyeja lidhet me kushtet kur, gazetarët dhe krejt punonjësit në RTPSH si dhe në mediat rajonale publike nën ombrellën e kësaj  sh.a-je, përkatësisht RT Korca, RT Shkodra, RT Gjirokastra dhe RT Kukësi nuk kanë asnjë strukturë sindikale përfaqësimi, nuk kanë asnjë organizim negociues për të drejtat në punë sipas Kodit të Punës në Republikën e Shqipërisë, etj.etj.  Ndonëse për këtë qëllim janë shpenzuar para, projekte dhe aleanca nga OSBE apo tjetërkush. Vendimet e marra ndër vite me firmën dhe vullnetin e vetëm të Drejtorit të Përgjithshëm dhe qokat që u bëhen anëtarëve të KD, sipas një tradite të hershme, e kanë shndërruar këtë institucion në një piramidë financiare, në një gjigand të ndryshkur dhe të penguar, të cilin duan ta kallin( në mosqenie), por që ende u duhet për ta patur simbolikisht.

Konstatimet apo ankesat e publikuara apo të paraqitura përmes letrash apo edhe dialogimesh nga titullarja e re e RTPSH, me Ministrinë e Financave apo dikë tjetër prej Ekzekutivit, janë shenja të mosmenaxhimit dhe të dëshpërimit funksional. Madje këto janë simptoma të plota nënshtrimi shtetëror.

Media publike është aset dhe duhet të bëhet institucion publik kombëtar. RTPSH ( dhe jo sikundër e keqpërdorin shpesh akronimin RTSH), është histori jetëgjatë e gazetarisë dhe funksioneve publike në këtë vend.

Media publike duhet nxjerrë nga kthetrat e synimeve për t’u katandisur në media shtetërore!

Asetet që trashëgon kjo sh.a qoftë godina, mjedise, infrastrukturë, pika shërbimesh, kapacitete logjistike, pagesa e taksës publike dhe parësisht njerëzore dhe ekspertësh profesionistë, lehtësisht e bëjnë të mundur rentabilitetin financiar dhe menaxhues si dhe konkurues të saj në krejt hapësirën kombëtare dhe skenën mediatike të vendit.

UGSH shpreh dyshimin se aktorë privatë mediatikë dhe qarqe të caktuara politike dhe opinionbërjeje janë të insteresuar të mbetet në gjendje krize financiare dhe paralize funksionimi media jonë publike.

Këtë krizë dhe sidomos gropën e pretenduar financiare të shkaktuar ndër vite, do të duhet ta trajtojnë sa më parë institucionet ligjzbatuese dhe Kuvendi i ri që mblidhet në shtator.

UGSH i konsideron të drejta kërkesat për auditim, por kurrësesi nuk mund të pranojë mbajtjen e statusquosë së krizës e cila rrezikon dhe kërcënon ekzistencialisht disa dhjetra punonjës dhe gazetarë.

Unioni i Gazetarëve Shqiptarë shpreh solidaritetin e plotë me rreth 700 punonjësit dhe gazetarët e Radio Televizionit të Kosovës, të cilët përballen si asnjëherë dhe kurrë ndonjëherë, në historinë e medias publike në rajonin e Ballkanit Perëndimor, me mungesën e financimit nga Kuvendi dhe Qeveria në detyrë, e vendit.

Institucioni i medias publike, i themeluar me ligj të Republikës së Kosovës, urgjentisht duhet të ndërhyjnë për ta zgjidhur këtë situatë dhe të garantojnë opcionin legjitim të informimit publik prej mediumit të vetëm publik që është RTK.

UGSH considers this crisis of RTK's lack of funding, political irresponsibility of the Parliament and the incumbent government. The numerous reactions and appeals coming from numerous networks of international organizations and institutions, in defense of public information, about this crisis in Kosovo, are an alarm and a blow to the functional image of the state of Kosovo.

UGSH assesses that the coincidence of the financial crisis in RTPSH and RTK, respectively in Albania and Kosovo, is a possibility of a goal of transforming them into state and politicized media. In these conditions, we demand the immediate intervention of international organizations that protect public information and such public media institutions in countries aspiring to EU membership.

Journalists and public media workers in Albania and Kosovo have the full support and solidarity of the members of our organization and the wider community of journalists and media workers./ CNA
