Corruption with the Tirana incinerator concession contract/ SPAK sends Alqi

The Special Prosecutor's Office against Corruption and Organized Crime has sent the defendant Alqi Blako for trial two days ago, for the Tirana incinerator case.

The former secretary of the Ministry of Environment, Alqi Blako, is accused of committing the criminal offense: "Passive corruption of high state officials or local elected officials", twice, provided for by Article 260 of the Criminal Code.

From the acts administered and during the investigations carried out for the concession contract of 2017 for the "Construction of the landfill, incinerator and rehabilitation of the existing storage site, Tirana", concluded between the Ministry of the Environment and the concession company "Integrated Energy BV SPV" sh.pk corrupt acts of the defendant Alqi Blako, who in the capacity of Secretary General of the Ministry of Environment, sought and benefited irregularly in two cases, were found; a. the monetary value of 119,715 euros and b. the monetary value of ALL 7,520,000 for Vladimir Bezhanin.

The defendant Alqi Blako has proposed to Vladimir Bezhani to continue his duties as an external adviser to the Minister of Environment, Lefter Koka, and to help with legal consultancy during the time when the idea of ??the project to develop the procedure for granting the concession for waste treatment in the city of Tirana, before the unsolicited proposal was made to the Ministry of Environment.

For the service of Vladimir Bezhani, as an external advisor to the Minister of Environment, citizen Alqi Blako requested/proposed citizen Klodian Zoto, shareholder of the proposing company "Integrated Technology Services" sh.pk, and shareholder of the concession company "Integrated Energy BV SPV ” sh.pk, giving an irregular benefit to the citizen Vladimir Bezhani, by fictitiously employing him at the company "Integrated Technology Services" sh.pk and providing an irregular benefit in the amount of ALL 7,520,000.

During the time that Vladimir Bezhani was an external adviser to the Minister of Environment, Lefter Koka, he maintained contact with Klodian Zoto, according to the direction of the defendant, Alqi Blako, providing him with data obtained from the contracting authority, which served the citizen's proposed company Klodian Zoto, "Integrated Technology Services" sh.pk to draft the necessary documentation for the unsolicited proposal.

Also, the defendant Alqi Blako indirectly benefited from Klodian Zoto and Mirel Mërtiri (the de facto owners of the concession company "Integrated Energy BV SPV" sh.pk), the monetary value of 119,755 Euros, as payment for the purchase of the equipment. Machines for filling, closing, sealing or labeling bottles, machines for carbonated drinks", for the commercial activity of his father's company, Edmond Blako, with address: "Ropi Stillo Gostivishti", Erseke.

As has been learned from previous announcements, the Special Prosecutor's Office against Corruption and Organized Crime, on July 31, 2024, submitted the request for sending for trial the criminal proceeding no. 255/1 of 2020 (separated from the criminal proceeding no. 255 of 2020), in charge of the defendants; Lefter Koka, Pëllumb Abeshi, Erjon Murataj, Bledar Karoli, Taulant Tusha, Namik Simixhiu, Etleva Kondi, Alba Thoma, Valbona Ballgjini, Sidita Kopliku, Jetmir Llapaj, Silena Tola, for the criminal offense "Abuse of duty", in cooperation, provided by article 248, 25 of the Criminal Code.

The Special Prosecutor's Office is conducting other investigations within the framework of criminal proceedings no. 255 of 2020, for all subjects registered within this investigation (individuals and legal entities), to record any other criminal facts, the actions of the responsible persons of the state institutions that participated both before and during the concession granting procedure, as well as during the concession granting procedure, as well as during the implementation of the concession contract.
