Another important dimension was the use of public funds for personal benefits or those related to them and their relatives, through the distribution of money to commercial entities controlled by them, as well as concealing their origin through fabricated transactions, sponsorships or fictitious purchases.

Corruption of local elected officials also appeared in conflicts of interest, where projects were approved for entities in which they themselves or their relatives had material interests, often hidden to avoid transparency and legal control.
