The government intends to, through a new draft law "On the control of the state border" issued for consultation, change a number of aspects aimed at improvements both in supervision and in the addition of infrastructure.

Referring to the report that accompanies the draft law published by the Ministry of the Interior, it is underlined that first of all, the aim of the draft law is to ensure the increase in the level of compatibility with European and Schengen standards, in the legislative, administrative and institutional aspects in the field of integrated border management, especially in the field of border control and surveillance, strengthening cooperation between agencies and international cooperation.

It is also intended to improve the System for surveillance of maritime space, border control and search and rescue at sea.

Another element that is brought to attention is the reduction of vulnerability (sensitivity) at the border by reacting more effectively with the deployment of available resources, based on the analysis of the performed risk and threat that may affect border security.

Fourth, the relationship explains that the focus remains on expanded inter-institutional cooperation in integrated border management to improve cross-border circulation, improve border security, fight against cross-border crime, protect life, health and property of people, animal health, vegetation and ecosystems along the state border.

Similarly, the strengthening of international cooperation, especially with neighboring countries, EU institutions and the European Border and Coast Guard Agency (FRONTEX), on border issues, prevention of illegal migration, cross-border crime and readmission of persons with irregular stay.

According to the report, another point that the changes aim to achieve is the improvement of the infrastructure at the Border Crossing Points in order to create conditions that ensure easy and safe passage of citizens and goods.

Similarly, the increase of the detection force against cross-border crime through the increase of professionalism and technical and structural capacities to attack the phenomenon of the use of forged documents to cross the border. In the final, it is also foreseen to increase the capacities of PKM for investigating and attacking cases and networks of smuggling and trafficking, focusing on the smuggling of persons, especially migrants and minors./ Monitor.al
