Officials and former officials are accused of "Violation of the equality of participants in tenders and public auctions" and "Passive corruption of persons exercising public functions".

From the investigations of the Special Prosecutor's Office, it has been found that Taulant Tusha, while holding the post as General Director of the Public Works Planning Directorate and a member of the Bid Evaluation Commission, collaborated with Enton Punavijë, the current Director of Traffic and Transport in the capital, Julian Zanajn functionary at Public Procurement and Albano Janku.

The latter, as members of the Bid Evaluation Committee, in some procurement procedures, have favored and created unfair advantages and privileges for this commercial entity "5D Konstruksion" sh.pk in relation to other economic operators that have participated in the procurement procedures, declaring it the winner of the procurement procedure in an irregular manner and in violation of public procurement rules./ CNA
