
CNA, through materials, information and data collected, uncovered a scandal involving members of the Albanian Parliament, a scandal that actually weighs heavily on the backs of Albanian taxpayers.
CNA discovered that members of the Albanian parliament are paid between 4-5.5 million old lekë, i.e. between 4 thousand and 5,500 or 6 thousand euros per month, and this total salary includes per diems, bonuses, participation in committees, etc.
In the analysis of this information, a scandal was discovered that MPs were receiving 170 thousand lek for telephone services.
We observed and extracted the offers of the two main mobile companies in Albania, One and Vodafone, and in a simple reading of the offers they have online, the payments made by parliament and the consumption made by MPs and what comes from the offers are three times higher.
Packages offered by telephone companies, which include a range of services such as internet, roaming, minutes, etc., reach the figure of 5-6 thousand new lek.


In our case, MPs receive 170 thousand lek for these services, and according to the data, the difference ends up in their pockets.
In the Assembly, 140 deputies are paid from citizens' taxes for telephone services at a cost of 170 thousand old lek for each of them. A simple calculation results in the fact that in a month, Albanians pay 24 million lek for the telephone services of deputies, while in a year they pay 300 thousand euros.
CNA has twice addressed a request to the Albanian Parliament, on 18.07.2025 and 16.10.2025, asking "On what law is this type of payment based that burdens the taxpayers' budget?"
After two requests, we emphasize that one of them was sent when Elisa Spiropali was still in the position of Speaker of Parliament, from which we have not received any response, while the Assembly responded to the second request as follows, among other things:
"Referring to Law No. 8550 dated 18.11.1999 on the status of the deputy, as amended, Article 19, the deputy is provided with telephone service.
The level of expenditure for telecommunications services is determined by decision of the Assembly.
The above expenses for the chairmen of parliamentary groups and standing parliamentary committees are 20% higher than those of the MP.
Decision No. 114/2014 on the treatment of deputies, point 9: The Assembly covers telephone expenses for deputies for a monthly amount of 17,000 lek. For chairmen of standing committees and chairmen of parliamentary groups, the monthly amount is 20,000 lek.
This service is covered all year round."
