Trade receipts for agricultural products/ Salla: We are creating a new financing

The Minister of Agriculture and Rural Development, Andis Salla, has presented to the Parliament the draft law on "Trade Receipts on Agricultural Products", an initiative that aims to create a new financial mechanism to support farmers and develop the agricultural sector.

During his speech, Salla said that the draft law responds to a need identified for years by farmers, agri-food businesses and financial institutions, creating greater opportunities for access to financing during the production period.

According to the minister, farmers often face high costs at the beginning of the agricultural cycle, while income is only ensured after the harvest and sale of the product. Through this mechanism, the agricultural product can be used as a financial guarantee even before it is put on the market.

"This draft law formalizes a practice that has existed for years and gives it greater legal certainty, transparency and credibility," Salla declared in the Assembly.

The draft law provides for two main forms of commercial receipts: for future agricultural products and for produced and stored products. These instruments could serve as collateral for securing financing.

A new element provided for in the law is the electronic administration of the process through the e-Albania portal. Receipts will be registered in a special electronic system and will be linked to the register of security encumbrances, with the aim of increasing security in financial relations.

The Minister emphasized that the beneficiaries of this mechanism will be farmers, input suppliers, collectors, processors, exporters and financial institutions, as a clearer framework for cooperation between them is created.

According to Salla, the initiative aims to modernize the Albanian agricultural sector and bring it closer to European practices, where agricultural financing relies not only on subsidies, but also on financial instruments that promote investment and market development./ CNA
