Former prosecutor Shkëlqim Hajdaraj says that Berisha does not meet any criteria to be arrested.

During an interview for News 24, Hajdaraj spoke about the "Partizani" issue, where he stated that so far the measures for the businessman and for Berisha have been decided in a professional manner.

According to him, it is necessary to carry out other investigative actions.

"The lawyers are divided into two categories. Some consider the ban on leaving the country a restriction of freedom. The parliamentarians themselves have given up sovereignty and allowed the courts to act on them except for three things, prison arrest, house arrest, personal and apartment search. A prosecutor cannot do this without permission from parliament. This is declarative, not specified. If even the obligation to present must be confirmed by the parliament, then there has been no reform. We have entered democracy in the prosecutor's office as well. Berisha does not meet any criteria to be arrested. So far, the measures for the businessman and for Berisha have been decided in a professional manner. Imprisonment is exceptional. Malltezi is between two parties, it is Berisha and the other gentleman who divided the money (Bektashi). Malltezi is not 80 years old to benefit from the measure. I am not for heavy security measures. For Malltez, they have applied for a prison sentence, unlike for Berisha and Bektashi, due to their age.

Regarding the deadlines of the investigations, I do not know why they extended the deadline of the investigations, but how do we know that there may be an indication. They need to carry out other investigative actions, I think. There is absolutely no reason to arrest Mr. Berisha. If he is in a state position and is on duty, only then can he be arrested, as he can spoil the evidence.
