"Balkan Barometer Business Opinion 2022", carried out by the Regional Cooperation Council (RCC) with the financing of the European Union (EU) evaluates the progress of the procedures in the service of the business of the Albanian Customs.

The 2022 edition of the Balkan Barometer - Regional Cooperation Council of the Balkan Barometer Business Opinion 2022 (rcc.int), assesses business perceptions through a questionnaire with 177 questions addressed to 1203 business representatives, also regarding customs procedures for imports and exports.

Sipas Barometrit, “në rajon Shqipëria duket që ka procedurat më të shpejta doganore të
importeve në dogana me më pak se dy ditë(për më shumë se 50 % të importuesve) ndërkohë që më shumë kohë, mbi 5 ditë, kërkohet në doganat e Bosnje-Herzegovinës dhe Maqedonisë së Veriut (respektivisht 14% dhe 10% e të intervistuarve)”.

Sipas Barometrit, Shqipëria ka ndër procedurat më të shpejta doganore edhe për eksportet në më pak se dy ditë, ndërkohë që për vendet e tjera koha doganore e çlirimit të mallrave për eksport është 3-5 ditë.

According to the survey, exporters expressed a decrease in barriers in the form of a reduction in requirements for documentation and permits and licenses (16%) and written documentation (15%), which have decreased significantly since 2020. This is explained by several initiatives of regional integration, which have been discussed and promoted during 2021.

The positive conclusion of the Barometer is that "Albania is not on the list of countries that require written documentation (Albanian customs operate through IT systems and are paperless), while the requirement for written documents remains a problem for Kosovo, Bosnia and Serbia".
