The two directors of the municipality of Tirana, Mariglen Qato and Redi Molla, according to SPAK, are the actual owners of the company "5D Construction".

But in the file it is said that they profited in hand through the movement with fictitious contracts at least 89 million new ALL. To this amount is added the distribution of profit from the subject, which was also given illegally.

It is about ALL 31 million that shareholder Nestor Muhametllari has handed over to him. The notes even show movements of large sums of money.

Everything was discovered in the block that BKH found in Muhametllari's apartment, where Redi Molla was marked with the letter R and Mariglen Qato with M., and in each case the corresponding amount that was given to them from the dividend was placed next to them.

In another notebook found in the offices of 5D, it is reflected the fact that Redi Molla received the amount of 11,000,000 ALL from the profit realized in 2018. While Mariglen Qato, according to the notebook, received the amount of 4,000,000 ALL.

In the content of this block, it is established that the amount of 32,500,000 ALL was returned to Redi Molla, this is deducted from the total amount of 134,810.00 ALL.

SPAK says that the amount returned to Redi Molla is approximately the amount of 31,505,177 which results is the net amount of the dividend distributed by the company "5D" by decision of the assembly of the company in 2020, where at that time the only partner of the company was Muhamet Petritis.

Based on the content of the notes, it is established that the amount of 7,782,027 with the return dividend description is the same as the amount distributed by the company in 2019 at the time when Muhamet Petriti was a partner of this company.

According to the notes, this amount was deducted from the total amount of ALL 102,310,000 and the account for Redi Molla was deducted in the amount of ALL 94,527,973. What does it mean that he has returned to the former director of Tirana Municipality, Redi Molla.

SPAK says that the two directors gave tenders to the "5D" company, even though they were secret owners, profiting illegally.
