Journalist Klodian Tomorri has published the next scandal related to the fire situation.

It turns out that the 150,000 euro helicopter that was made available to put out the flames has never set foot in Albania.

Tomorri writes that according to Albkontroll there is no document proving the movement of the helicopter, as stated earlier.

The National Civil Defense Agency paid in August of last year for extinguishing the fires a helicopter that has never flown in the Albanian airspace, according to AlbControl register data.

Magjistari më i fundit në radhën e drejtorëve të Rilindjes është Haki Çako, kreu i Agjencisë Kombëtare të Mbrojtjes Civile. Çfarë ka bërë Hakiu do thoni ju? Me një abrakadabra zoti Çako na ka fikur zjarret me helikopterë fantazmë. Po si? Thjesht fare.
Vitin e kaluar, zoti Çako pagoi 150 mijë euro për një helikopter, që sipas tij u përdor për shuarjen e zjarreve në vatra të ndryshme të vendit. Deri këtu shumë mirë. Vetëm se ka një problem të vogël. Albkontroll thotë se helikopteri, që zoti Çako thotë se na fiku zjarret, nuk ka hyrë asnjëherë në territorin e Shqipërisë. Voila magjistari i radhës. Tani faktet.

Në gusht të vitit të kaluar, Agjencia Kombëtare e Mbrojtjes Civile shpalli një tender për kontraktimin e dy helikopterëve nga privatët, që do të përdoreshin për shuarjen e zjarreve. Grupi i punës brenda AKMC-së identifikoi 4 kompani shqiptare, të cilat mund të ofronin këtë shërbim.

Nga 4 subjektet e identifikuara, 3 kompani u përgjigjën se nuk kishin helikopterë të lirë për të fikur zjarret, ndërsa kompania Vivahelicopters u përgjigj se dispononte helikopterët, falë marrëveshjes që kishte me një kompani gjermane, dhe ishte e gatshme të ndërhynte menjëherë.
AKMC e shpalli fituese kompaninë Vivahelicopters. Kontrata mes palëve u firmos në 16 gusht të vitit të kaluar. Ajo parashikonte se AKMC do t’i paguante kompanisë Vivahelicopters rreth 3 mijë e 400 euro me tvsh për çdo orë fluturim për fikjen e zjarreve. Një muaj pas lidhjes së kontratës, në datën 15 shtator, AKMC kryen për llogari të kompanisë Vivahelicopters pagesën 308 mijë euro për 89 orë fluturime.

KLSH even says that not only the part of the phantom helicopter, which never set foot in Albania, but the entire expenditure of 308 thousand euros is abusive and illegal. According to the report, there is no document to prove that the helicopters were ever flown, let alone used to fight fires.
