Scandal in the Municipality of Devoll/ The company wins with the offer of 100 million Lek higher than the other two

The Municipality of Devoll hasn?t escaped the scandals with the tenders. This municipality has opened a competition for road maintenance, in which participated only 3 companies. The limit fund offered for this contract was 69.423.988 Lek.

In the competition for the maintenance of Devoll roads were ?Boshnjaku.B SHPK?, which offered a value of 57.630.000 Lek and ?B.O.E SALILLARI SHPK & SIRETA 2F SHPK?, which offered a value of 59.999.999 Lek.

But both of these companies, which have a great experience in road maintenance, and offered 100 million Lek less were disqualified. The winner was declared the least experienced company that offered the highest value, ?B.O.E. NIEM SHPK & ARTYKA II SHPK? with a value of 68.800.000 Lek.

The latter offered the value close to the maximum limit, ie close to the limit fund. While for ridiculous reasons, two experienced companies were disqualified, which offered 100 million Lek less, which would save the taxes of Albanians.

To hide the traces of this scandal, the officials have taken care that the publication in the bulletin of the Public Procurement Agency is done on December 31, 2020, ie the last day of the year.

While CNA.al contacted the mayor of Devoll Eduart Duro, whom we asked why was announced the winner of the tender the company that offered the highest price, almost 100 million Lek more, while the two disqualified companies offered even less, and moreover they are companies with experience in this sector.

He declined to comment. Further, deepening this scandal, Duro removed the responsibility from himself, saying that he is not aware of this tender, and that according to him it is the competence of the Evaluation Commission.

The scandal deepens further, when he says that this tender is in the evaluation phase, and hasn?t yet been published in the Public Procurement Agency. ?I have no idea, I haven?t seen it. You should ask the Bid Evaluation Committee. The Mayor is the last to participate. I am not aware of this because it is in the phase of evaluating the bids?- stated Duro for CNA.al.
