Construction flows will increase even further, especially in the capital, starting from the construction permits issued in the second quarter of the year.
According to today's INSTAT data, the area of ??new construction permits across the country was 1.2 million square meters with an annual increase of 12%. Tirana had the biggest increase in terms of surface area, with 36%.
In the first 6 months of 2024, new building permits in Tirana by area reached 898,640 square meters, from 660,452 square meters in the first 6 months of 2023.
More detailed data from INSTAT show that permits in Tirana recorded a strong increase in the second quarter of 2022, where the new area through permits tripled compared to the first quarter, reaching 666,672 meters from 231 thousand in the first.
The data show that 55% of the new area granted for construction throughout the country in the first 6 months corresponds to permits granted in the capital.
The increase in the new area for construction was driven by the granting of permits for multi-story towers in Tirana.
Recently, the National Territorial Council (KKT) has approved the granting of permits for several high-rise projects, while a new form of partnership between the government and the private sector is expected to give the latter the opportunity to build large projects on public properties.
There are at least 8 development projects, which foresee the construction of towers that will have up to 65 floors and another 100-floor project, recently presented, but which has not yet received the development permit.
Of the KKT permits, the most important one is the one on New Boulevard that leaves behind the "Mount Tirana" project, which is so far the project with the highest height, with 58 floors.
Specifically, the KKK has granted a Development Permit for the building: "Residential, Service and Hotel Buildings 4, 5, 23, 24, 57, 58 and 65 above ground with 6 underground floors", located on Bulevard e Ri, Municipality of Tirana, with subject developer company "Klar" sh.pk At the moment this is the highest tower that has received a development permit.
On the list of KKT are also several projects on "Dritan Hoxha" street with 35 floors, or on "Teodor Keko" street, with a height of 50 floors above the ground. It now seems that the towers are crossing the area inside the Ring, pretending to be in the most peripheral part of the capital.
Another project envisages a multifunctional residential complex, with 27 floors in the area of ??Kasharri.
A construction permit was also granted for the object: "Top Seven Tower", a complex development for the construction of new premises with a residential function and services of 33 and 35 floors above ground and 4 floors underground, located on "Dritan Hoxha" Street, Municipality of Tirana, with the developer company "Top Seven Construction" sh.pk
Another project includes the object: "Residential complex, hotel with services 1, 25, 39, 50 floors above ground and 3 floors of underground parking, on "Teodor Keko" street, Municipality of Tirana", with the developer company "Xh & M" sh.pk, "Alfazed" sh.pk and "Smart Construction invest" sh.pk
The other permit for multi-storey projects is related to the object: "Multifunctional complex, residential and services 2, 3, 4, 8, 10 and 27 floors above ground", located in Kashar, Municipality of Tirana, with the developer company "Tirana West Center" Ltd
Recently, a project by architect Alejandro Aravanea and his studio Elemental Studio was approved after a competition, with a height of 300 meters or 100 floors and if built, it will become the tallest in Tirana.
The tower will be in the center next to the "Mountain of Tirana", which has already started to be built. After the approval of the project, it is expected that this tower will receive the development permit.
In addition to the projects that are being built on private land, the government itself plans to give for development some spaces that it owns.
In June, the National Spatial Planning Agency opened the tender with the object "Energizing cities: Innovative Development of Public Property".
This procedure requires bringing together project ideas that aim to develop public property in cooperation with the private sector, where in the end the benefit that the institutions will receive are offices.
The new projects will be developed on the land of some state buildings. They will include the construction of towers from 35 to 41 floors that will serve for the accommodation of 22 state institutions and the creation of banking areas, commercial spaces, office spaces for rent.
Also, new development projects are expected to start in Tirana, namely in the Paris Municipality area, near "Jean D'Ark" Boulevard, near "Harry Fultz" school and at the Faculty of Engineering and Architecture.
